The C4S Directorate (N6) of Military Sealift Fleet Support Command (MSFSC) is charged with providing Information Technology Afloat Operations Support Services for MSC Afloat Systems worldwide. The IT C4S Afloat Programs Support Services contract will assist MSCHQ N66 and MSFSC N64 in maintaining and merging the physical, financial, contractual, and performance attributes of its IT networks and radio frequency communications support investments, enabling cost-efficient, timely business decisions. These services include, but are not limited to assisting in developing, documenting, implementing and maintaining IT Governance processes relative to Shipboard Network Support (Unclassified/Classified), Afloat Network Operations Center Support (Unclassified/Classified), and Backup Network Operations Center Support (Unclassified/Classified). The C4S Afloat Operations Auxiliary Support Services will assist MSC N6 in providing technical support services for the various C4S, communications, navigations, electronic, networking computer and telecommunications systems aboard the MSFSC fleet of ships worldwide. The requirement has five primary functional areas: 1. Information Assurance Administration 2. Electronic Systems Support 3. Communication Security (COMSEC) Electronic Key Management System (EKMS) Support 4. Mobile Sealift Operations Centers (MSOC) 5. Program Executive Office (PEO) Support PEO Support requirements include but are not limited to: • System Engineering and Design Support • Technical Assistance and Field Engineering • Manufacturing and Assembly • Equipment Overhaul, Maintenance and Refurbishment • Integrated Logistic Support • Training Support • Management Support (9) Place of Performance: Most work will be performed in the Mid-Atlantic region, although some tasks may require travel outside the continental U.S. (10) This acquisition is a small business set-aside. (11) MSC anticipates issuing an RFP in the near future for additional IT services for the Afloat program.
