- Sole Source The United States Army Mission and Installation Contracting Command (MICC) Center Yuma, U.S. Army Yuma Proving Ground (USAYPG), Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with Gentex Corporation, 324 Main St., Simpson, PA 18407-0315. This requirement is for HALO Helmets (15) each Medium/Large Part Number D11801-2 and (10) each Extra Large Part Number D11905-2. The company is the sole manufacturer of the HALO/HAHO helmets that meets Military Free-Fall (MFF) standards per United States Army Special Operations Command (USASOC) Regulation 350-2, section 8-1, subsection (e), paragraph (4). This particular helmet is compatible with a radio during MMF operations allowing the Primary Jumpmaster to communicate with the Pilot, Aircrew, and Assistant Jumpmasters. The North American Industry Classification System (NAICS) code is 339920 with a with a size standard of 500 employees. This will be a commercial acquisition using simplified acquisition procedures for commercial items per FAR Part 12 and FAR Part 13, Fac 2005-51, Effective 02 May 2011. Interested parties may identify their interest and capability to respond to the requirements or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by 12 May 2011 8:00 AM MST.
