- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2005-48 (JAN 2011) and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The NAICS code for this solicitation is 811310 and the Small Business Size Standard is $7,000,000. This synopsis/solicitation is unrestricted and we will accept quotes from both large and small business. We will award a contract using commercial acquisition procedures in accordance with FAR 12. The Bureau of Indian Affairs Rocky Mountain Region has a requirement and is requesting quotations to supply and install a Top-Con System Five base kit minus slope kit and slope sensors and wiring harness for a Blaw-Know 5510 paver and provide operator training on the system. The paver is located in the BIA Billings Yard located in Billings MT. Completion date requested is May 28, 2011. The following factors shall be used to evaluate offers: Technical, delivery time, past performance and price. Technical, delivery time and past performance, when combined, are more important than price. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
