Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to negotiate on a non-competitive basis with FirstMark Aerospace Corporation, for the procurement of Five (5) each Compass Calibrators, P/N 2591553-901. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Compass Calibrator is used to align/ calibrate the Standby Compass without removing the Compass from the aircraft. The Compass Calibrator cancels the earth's field at the Standby Compass and adds a standard magnetic field which can be rotated to simulate aircraft direction. Therefore, Compass error can be determined without physically rotating the aircraft via conventional airborne or ground swinging processes, allowing for Compass alignment in a quicker and less expensive manner. The Compass Calibrator consists of a base assembly, a knob assembly, and a magnet assembly. It is mounted to the aircraft's Standby Compass via the mounting bracket, and is housed in a metal case for storage and transportation. Use of this item for calibration is referenced in the Air Force's KC10 Aircraft maintenance manual which outlines correct calibration procedures and identifies equipment that must be used. It is specially machined to interface with the aircraft's standby compass. FirstMark Aerospace is the original manufacturer and the only company approved to meet government design specifications. They own the proprietary rights to the technical data and detailed product drawings. This is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based upon responses to this notice, is solely within the discretion of the Government.
