- UPGRADE WATERLINE CRLA#103454, CRATER LAKE NATIONAL PARK, KLAMATH COUNTY, OREGON The National Park Service has a requirement for the replacement of a section of waterline at the Steel Circle Housing Area, Crater Lake National Park, Klamath County, Oregon. The project area is located approximately 60 miles from Klamath Falls, Oregon. The Contractor shall provide all labor, supervision, materials, equipment, and services as needed to replace the waterline. Project work includes, but is not limited to, mobilization, staging materials, removal of the existing water line as necessary to accommodate new 6-inch line, cap old line to be abandoned in-place and construct approximately 740 feet of six-inch and 60 feet of four-inch water line with all its associated fittings and valves, relocation of an existing fire hydrant, surface repair, temporary water bypass if needed, disinfection, testing, removal of construction waste, and rehabilitation of any damaged terrain resulting from the installation. The total project range is estimated to be between $100,000 and $250,000. All work will be completed under a single, fixed-price contract. Work shall be completed by September 30, 2011. Award selection will be based on a Best Value determination made after consideration of price and factors other than price (previous experience, past performance, etc) as outlined in the solicitation. The Request for Proposal (RFP) will be available via electronic commerce only and may be accessed on/about May 18, 2011 at either http://www.fbo.gov or directly through the DOI National Business Center website at http://ideasec.nbc.gov. The due date for receipt of proposals will be 30 days after the date of issuance of the RFP. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. This acquisition is 100% Set-Aside for qualified Historically Underutilized Business Zone (HUBZone) small business concerns. (This acquisition is being re-solicited and replaces Solicitation number N9320102021.) The NPS welcomes the participation of small, minority, women, and disabled veteran owned business enterprises. The NAICS code is 237110 and the small business size standard is $33.5 million. The site is not available for inspection without a Government escort.
