Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number FA2521-11-Q-B011 shall be used to reference any written quote proposal provided under this request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. This is an unrestricted acquisition. The North American Industry Classification System (NAICS) code for this project is 541330 with a size standard of $4.5M. Item Description Qty Unit Unit Price Total Amount 0001 Research 1 each This project shall review the current state of the art for dual polarization radar lightning cessation techniques that have been or are being developed. This project shall also develop new dual polarization radar lightning cessation techniques; compare the performance of the new techniques against any other lightning cessation techniques, including dual polarization and non-dual polarization techniques. An independent check on the performance of any techniques developed by other researchers will be extremely valuable, as will be an independent study of other possible techniques. The performance of the lightning cessation techniques developed under this project shall be documented with the standard suite of statistical performance metrics to include at least Probability of Detection, Probability of False Alarm and True Skill Static. If probabilistic techniques are developed, the performance metrics shall include at least a Reliability Diagram, Sharpness Diagram and Ration Skill Score. These performance metrics shall be calculated as a function of time since the last observed lightning. Performance relative to one or more baseline techniques shall also be provided to include various wait-times since the last observed lighting, where the wait-times might be 10, 15, 20 and 25 minutes, etc. Other baselines to be compared against also include any techniques developed or being developed by other researchers.
