RFI # VA-701-11-RI-0238 REQUEST FOR INFORMATION Veterans Health Administration (VHA) Office of Informatics and Analytics (OIA) Training and Strategy Program Support 1. INTRODUCTION: This sources sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. VA eHealth University (VeHU) is the VA's annual training conference that provides education on the Computerized Patient Record System (CPRS) and related clinical software (VistA) developed by the Veterans Health Administration (VHA). The VeHU conference highlights innovations towards patient care through training classes on VHA's clinical informatics products. The VeHU Conference provides training to providers, nurses, health information managers, pharmacists, clinical informatics support staff, imaging coordinators, radiologists, and points of contact for the My HealtheVet web site. The conference consists of plenary sessions, didactic lecture sessions and hands on training computer lab sessions. The VHA eHealth conference is separated into five tracks: Clinical Informatics Support (CIS) Track, Nursing Track, Pharmacy Track, Provider Track and Health Information Manager Track. Following the VeHU conferences, resources from the conferences are posted on the CPRS Training Web site for performance support and enhancement. The OIA Training and Strategy Team maintain a CPRS Tips and Tricks Wiki page and provide support for VeHU Outreach initiatives for OIA Booth and the CPRS Web Demo. The Veterans eHealth University (VeHU) also currently has a group Facebook page and a Twitter feed. These social media sites have current content posted daily based on VA's Social Media guidelines. In order to provide an educational online learning resource, VA initiated development of a single web based modality. When launched, this modality shall introduce and guide VA staff thru online resources available from past VA eHealth University conferences. This modality includes, but is not limited to online performance support to guide potential trainees to pertinent training materials, a rating system for existing web-based training courses, and other valuable learning based functionalities. This initiative has been entitled MyVeHU Campus. Senior leadership has decided to host a Virtual VeHU conference prior to, and in addition to, the annual face to face VeHU conference. This project shall allow Veterans Administration Medical Center (VAMC) staff to experience the Virtual VeHU conference by virtue of a performance support web based environment that guides trainees to the appropriate training courses via the MyVeHU Campus web site. 2.OBJECTIVES: The contractor shall supply staff to provide program support across all of the VA initiatives supported by the OIA Training and Strategy Team. The contractor shall coordinate with the VA planning committee and Subject Matter Experts to draft session descriptions and educational objectives for the VeHU Virtual and Face to Face conferences. This will include the implementation and integration of the Informatics initiative within the VeHU conferences. The contractor shall track accreditation regulations and work with Training and Strategy team members to make sure VA accreditation standards are met. The contractor shall coordinate executive communications with the OIA Training and Strategy program office and provide program management services to support the MyVeHU Campus web site, VA social media sites, the CPRS Wiki, OIA outreach initiatives for OIA Booth and CPRS Web Demo, and VeHU Virtual and Face to Face conference planning and on-site support. The contractor shall supply a Subject Matter Expert for development of training materials and references for the CPRS and Clinical Application Coordinators (CAC) tools, utilizing existing VA Web Based Trainings (WBT) and materials, for distribution in social media sites and Smartphone applications. The contractor shall provide a project coordinator to track training class development assigned to other VA/VHA partners. This resource shall coordinate work distribution and track progress between OIA and VA/VHA partners. The contractor shall also provide a resource for speaker training and development for the VeHU virtual and face to face conferences. 3. SUBMITTAL INFORMATION: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum. The Government will not review any other data, attachments that are in excess to the 10 pages. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Interested parties shall furnish the following minimum information: 1.Company name and address 2.Company point of contact name, telephone number and email address 3.Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners 4.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS 5.Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work. 6. Past Experience: Brief summary of the company history relative to similar requirements. Offer may provide the following information on a maximum of three similar projects for which the responder was a prime or subcontractor. a.The name, address, and value of each project b.The Prime Contract Type, Firm Fixed-Price, or Time and Material c.The name, telephone and address of the owner of each project d.A description of each project and why it is relevant to this requirement. Include difficulties and successes e.Your company's role and services provided for each project. It is requested that the above information be provided no later than May 11, 2011 at 1:00PM EST.
