- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center Dahlgren Division intends to procure on a sole source basis for the following item(s): CLIN0001 “ (2) qty Cognos Query Legacy Proc; CLIN0002 “ (700) qty Cognos Query Legacy User; CLIN0003 “ (2) qty Cognos Impromptu Web Reports Legacy Proc; CLIN0004 “ (700) qty Cognos Impromptu Web Reports Legacy User; CLIN0005 “ (2) qty Cognos Bi-Powerplay Web Legacy Proc; CLIN0006 “ (700) qty Cognos Bi-Powerplay Web Legacy User; CLIN0007 “ (1) qty Cognos 24X7 Case Pack Per Establishment. The equipment will be procured on a sole source basis from International Business Machines (IBM) Corporation., 5 Technology Park Drive, Westford, MA 01886-3141, in accordance with the Statutory Authority Permitting Other Than Full and Open Competition: 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The resultant contract will be on a Firm-Fixed-Price basis. The applicable North American Industry Classification System Code (NAICS) is 561990. Interested parties may submit a proposal which shall be considered and must demonstrate in writing their capability to meet the purchase specifications and required delivery schedule. A Formal Request for Proposal will be issued on or before 12 May 2011. The closing date will be on 27 April 2011. Anticipated award date is on or before 24 June 2011. Pricing should be FOB Destination to Dahlgren, VA 22448. Applicable warranty information shall be included. In order to be eligible for award, firms must be registered in the Central Contractor Registration (CCR) database.
