- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source, fixed price contract in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c) (1), with Security Products International, P.O. Box 475, 530 Rosedale Drive, Pottstown, PA 19464. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website ( www.fedbizopps.gov ). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 423410; Photographic Equipment and supplies Merchant Wholesalers; the size standard is 750 employees. The FBI requires Qwonn 1/10" CCD Remote Head Camera, 3 meter model; quantity: 25 and Qwonn 1/4" CCD Remote Head Camera, 3 meter model; quantity: 100. Based on market research utilizing information obtained from discussions with IP camera manufactures at industry conferences, attendance at trade shows, internet searches, catalogs and discussions with government colleagues, it has been determined that the FBI's requirement for the Qwonn 1/10" and 1/4" CCD Remote Head Cameras can only be provided by Security Products International. Security Products International has exclusive distribution rights for the Qwonn cameras in the United States and South America. Security Products International offers the frame integration function that allows the camera to perform better in low light conditions. No other vendor or manufacturer supplies this feature. This notice is not a request for competitive proposals; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 10:00 am, EST, by Wednesday, May 04, 2011, by email to the attention of Mr. Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The Contracting Officer for this requirement is Mrs. Margaret D. Einspahr.
