- Description
- The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source, Firm Fixed Price delivery order under Basic Ordering Agreement N00421-09-G-0004 with Northrop Grumman of Woodland Hills, CA, to provide technical support for the LN-100G Embedded GPS/INS (EGI) in the F/A-18A+ aircraft program. This procurement will involve the Non-Recurring Engineering (NRE) work required to implement Receiver Autonomous Integrity Monitoring (RAIM) Fault Detection Exclusion (FDE), All In View GPS satellite capability, modification of GPS integrity message to assure proper integration with F/A-18 Block 25X upgrade, and technical support during system level lab testing and aircraft flight testing to support RNP/RNAV requirements. Recurring modification of LN-100 EGIs with modified EGI & Embedded GPS receiver OFPs is required in factory. As the designer, developer, and OEM for the LN-100G EGI, Northrop Grumman is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The estimated period of performance is 24 months beginning after contract award. Numbered Note 22 applies.
