- The Fleet & Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to acquire, on a sole source basis, job-posting services targeted for BUMED Nationwide Recruitment Group (NRG). (The requirement is not to create job boards, online ads or resume databases, but to post online job-board postings.) The NAICS Code is 541890 and the Small Business Size Standard is $7.0M. The period of performance is September 29, 2011 through September 28, 2012. The proposed sole source contractor, Health eCareer Networks, as the incumbent contractor is uniquely positioned to continue performance and is the only firm that can currently provide services with no disruption of services. The proposed firm fixed price contract action is for services for which the Government intends to solicit and negotiate with only one source. The requirement will be solicited as a commercial item, utilizing Simplified Acquisition Procedures in accordance with FAR Part 13. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all information received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
