Description
The Naval Sea Systems Command plans to issue a competitive Request for Proposal (RFP) for the development and qualification of a product to satisfy the High Altitude Anti-Submarine Warfare (ASW) Weapon Capability (HAAWC) Air Launch Accessory requirements and ensure successful integration with the P-8A and MK 54 Torpedo. A Request for Information (RFI) and related attachments will be issued electronically on or before 31 May 2011. It is the Government ™s intent to review Industry comments/questions regarding the RFI prior to the release of any RFP. The RFI will include an electronic library (e.g., CDs) for responder accessibility to unclassified HAAWC technical documentation and hard copy classified HAAWC technical documentation for those responders that are cleared to receive SECRET level of classified data. Documentation provided in the electronic library may include Performance Specification for the High Altitude ASW Weapon Capability (NAVSEA Specification number 7609779) (for information); Performance Specification for the High Altitude ASW Weapon Capability Air Launch Accessory (NAVSEA Specification number 7609780) (including a classified annex); Security Classification Guides; Draft Development Contract Statement of Work (SOW), and corresponding Contract Data Requirements Lists (CDRLs); MK 54 Configuration Drawing (NAVSEA drawing number 7083425); Descriptions of current fixed wing ALA operation and ALA drawings; and Solid models of the P-8A weapons bay and MK 54 Torpedo. Vendors wishing an electronic copy of the RFI may download it directly to their workstation on or after the issue date by accessing the following address via the internet site or URL: http://www.neco.navy.mil. No paper copies of the RFI will be issued. An RFP may follow the Government ™s review of the RFI responses/comments. The resulting solicitation contemplates a Cost-Plus-Incentive Fee type contract to also include Fixed Price type CLINs. CAUTION: The RFI and any resulting solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain a bidder ™s mailing list.
