Description
The Department of Veterans Affairs, Office of Acquisition and Logistics, Contracting Office, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on a basis of other than full and open competition for the Veterans Health Administration (VHA) Office of Research and Development (ORD). The TAC intends to award a sole source Firm-Fixed-Priced (FFP) contract to Elselvier Inc., 360 Park Avenue South, New York, NY 10010. This procurement is in support of the VA's Major Initiative, "Perform Research and Development." The purpose of the proposed action is to provide VHA ORD with a portfolio categorization and reporting tool to address VA research reporting issues identified in the VA Office of Inspector General's report, "Review of the Veterans Health Administration's Use of Appropriated Funds for Research." The VA research program must remain compliant with the uniform federal-wide reporting standard and strategy for Government-funded research. The baseline standard for this reporting strategy is the National Institute of Health (NIH) Research, Condition, and Disease Categorization (RCDC) library of categories for applicable research projects. This proposed action is necessary to acquire an enterprise software license of the brand name Elsevier fingerprint engine and customization services for existing modules that will allow VHA ORD to categorize all projects in its research project portfolio using the NIH RCDC category definitions, and effectively compare the VA and NIH research portfolios. The fingerprint engine is already developed to categorize based on NIH categories and will need additional customization to support VA category definitions. The analysis and reporting modules that use the fingerprint engine will need to be customized to meet ORD reporting requirements. This software tool must provide the analytic capability to evaluate the VA's research program for areas of strength, influence, trends, gaps, new opportunities, potential duplication, and comparison with other federal funding institutions. The software tool will facilitate the peer review process within VA and by NIH by identifying appropriate reviewers given the scope of each research project. The software tool must also provide a public web-based reporting function. The brand name Elsevier fingerprint engine is the research project categorization technology currently used by the NIH. This proposed action also includes the associated analysis and reporting modules to support portfolio analysis, peer review, and a public-facing web reporter. The fingerprint engine contains the category definitions from NIH and VA. The analysis and reporting modules will be the interface used by VHA ORD. In addition, Elsevier will provide support services to include installation, integration and customization of the fingerprint engine and system modules based upon VA-specific data and performance requirements. Ongoing technical support is needed to maintain the fingerprint engine and ensure ongoing consistency with NIH category definitions. The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The North American Industrial Classification (NAICS) for this effort is 541519. This notification shall close on Wednesday, May 4, 2011.
