99-MB1 AIU OBSOLESCENCE UPGRADE, SOLICITATION NUMBER FA8106-11-R-0004, OC-ALC/GKSKH, TINKER AFB, OK 73145-3030, for addition information contact Henry Miller/GKSKH/ (405)734-6539, Email: henry.miller@tinker.af.mil Item 0001 Service R499, Mod Block One Audio Infrastructure Upgrade Obsolescence Upgrade. Quantity: 1 LOT. The anticipated award date will be 23 May 2011. This effort is sole source to The Raytheon Corporation which will provide an engineering design, kit purchase, Technical Orders, training, installation and certification of the Mod Block 1 (MB1) Audio Infrastructure Upgrade (AIU) Obsolescence Upgrade. Installation will occur between November 2011 and December 2012 with 3010 appropriations being used to fund the effort. This MB1 AIU Obsolescence Upgrade is highly specialized equipment which provides access to the Defense Red Switch Network (DRSN). DRSN is the Department of Defense's (DoD) global senior level secure voice telephone and conferencing system. The MB1 AIU Obs Upgrade addresses the obsolete AIU components to ensure mission capability. In addition, this prototype design, installation and certification will provide the E-4B aircraft with continuing secure voice and conferencing capabilities. Raytheon is the Prime contractor for the Defense Red Switch Network (DRSN). The DRSN is unique in that its switching systems provide the capability for multilevel secure (MLS) calling and conferencing as well as multilevel precedence and pre-emption (MLPP). Raytheon owns proprietary software technology that is required to meet certain secure communications requirements. Raytheon provides a proprietary Time Divisional Multiple Access (TDMA) Backplane to allow processing at multiple classifications simultaneously, Enhanced Control Console software to configure the Red Switch with preloaded and on-the-fly mission profiles for Secret and Top Secret SCI point-to-point secure communications. Additionally, Raytheon has produced all of the previous AIU modifications for the E-4B which requires the proprietary software to manufacture the equipment, specialized knowledge/training to perform integration of the kit components as well as testing to insure operational viability. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price, technical capability, and past performances detailed in the solicitation. Note: an Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
