- STATEMENT OF WORK U.S. Dept. of Commerce, National Oceanic Atmospheric Administration (NOAA), on the behalf of National Environmental Satellite Data and Information Service, Office of Systems Development Intends to negotiate on a sole source basis citing 41 U.S.C. 253 ©(1) with Open Geospatial Consortium, Inc., 35 Main Street, Suite 5, Wayland, MA 017785037. The Contractor must assist with the Principal membership in the Open Geospatial Consortium (OGC) an Technical Meeting for the Office of Systems Development. This requirement is a Small Business set-aside and only qualified offerors may submit quotations. The Department of Commerce, National Environmental, Satellite, Data and Information Services (NESDIS)is requesting with this acquisition, the OGC must provide NOAA with the rights that are granted with Principal Membership. Based on previous procurement and research Open Geospatial Consortium is the only known company that has the knowledge of the knowledge to provide NOAA with the rights that are granted with Principal Membership. Principal Members have complete authority over the specification release and adoption process through their voting rights in the Planning Committee (PC). This is not a request for competitive proposals; however interested companies may submit a capability statement in response to the attached Statement of Work with cost information within 10 days from the posting of this notice to Jean.Barrett@noaa.gov or fax it to 301-713-0810. A determination by the Government not to open competition on responses to the notice is solely with the discretion of the Government. Reference: DG133E-11-RQ0266(GJB) in your response. * See Note 22
