- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W91QF5-11-B-0001 is issued as an invitation to bid (IFB). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50. NAICS code is 562111, with a small business size standard of $12.5M. This acquisition is totally set asides for small business. See attachments for PWS, bid schedule and incorporated provision and clauses. Required submittals: 1.Bid schedule (attached) 2.Comprehensive phase-in plan (IAW 1.3 of PWS (attached)) 3.Capabilities statement 4.References dating back 3-5 years in the same or similar industry All offerors are strongly encouraged to attend the site visit planned for 09 May 2011 at 0900 hours EDT. If it becomes necessary to reschedule, an amendment will be issued. The site visit will begin from 1830 Quartermaster Road, Bldg 7124, Fort Lee, VA 23801. Entry to Fort Lee is through the Lee Ave Gate off Route 36. Visitors must provide a valid driver's license, proof of insurance and a current vehicle registration for entrance. Allow adequate time for gate entry, as the site visit begins promptly at 0900 and late comers will not be allowed to join after it begins. All questions shall be submitted electronically to nicole.black3@us.army.mil not later than 13 May 2011 at 1200 hours EDT. Questions submitted after this date and time will NOT be entertained. Answers will be posted by COB on 18 May 2011. Offers are due on 01 June 2011 by no later than 1000 hours EDT. If it becomes necessary to extend this deadline, an amendment will be issued. Offers submitted after this deadline will not be accepted unless an amendment has been issued to change the deadline.
