Description
Draft SOW THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The purpose of this sources sought notice is to obtain information on qualified and experienced contractors interested in providing proposals on an Environmental Post-Emergency Response Services Contract. The purpose of this Environmental Post-Emergency Response Services Contract is to provide timely response to, and the clean-up of, hazardous material and hazardous waste spills resulting from activities performed at or by Hill Air Force Base (HAFB), either on or off-Base; to include the Utah Test and Training Range (UTTR) and associated facilities (Little Mountain, Carter Creek, etc.). This SOW defines the range of required services as well as defining management and reporting requirements. The Contractor shall provide services, technical man-hours, materials and equipment required to perform the work described in this SOW. Work to be performed will be within the North American Industry Classification System (NAICS) Code 562910. The contract term will be for an initial one-year base period with an additional, potential four (4) one-year option periods. The Contractor shall provide all manpower, equipment, and materials necessary to provide emergency and post-emergency response to Level 1 through 3 chemical spills as defined in the SPCC. The responsibilities of the post emergency response clean-up team (contractor) are defined in Section 3.1.1.4 of the SPCC. Request interested firms to respond to this notice and provide the following: (a) Firm's INFORMATION [name, address, phone number, and CAGE Code]; (b) Firm's INTEREST to qualify [e.g., prime contractor, subcontractor]; (c) STATUS [e.g., 8(a) [including graduation date], HUBZone-certified small business, Service-Disabled Veteran Owned small business, small business, large business, etc.]; (d) CAPABILITY STATEMENT [Interested contractors must be able demonstrate a history of relevant experience and recent (within the last three fiscal years) performance history (identified by contract/project number, project title, dollar amount, point(s) of contact with telephone/fax numbers, and in what capacity (e.g., prime, subcontractor, etc.) performed) with government entities or commercial companies]; (e) INDUSTRY STANDARDS [Interested contractors must indicate industry certifications and compliance with commercial standards and codes] Interested contractors must provide the above information to the points of contact listed herein. Information submitted shall be in sufficient detail as to allow for government review of firm's interest and capabilities. Responses shall be limited to six (6) pages. The government reserves the right to set this acquisition aside for Small Business, 8(a), HUBZone, or Service Disabled Veteran Owned small business firms based on the responses it receives. Once the determination has been made to either set-aside the acquisition or solicit on an unrestricted basis, it will be posted on this website. This request for information (RFI) notice is issued for planning purposes only. This is not a Request for Proposal (RFP). Responses to this notice will assist the government in identifying potential sources and determining if a set-aside of the solicitation is appropriate. This notice does not obligate the government to award a contract, issue a solicitation, or pay for any proposal preparation costs.
