Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Combat Feeding Directorate (CF), intends to award a firm fixed price purchase order on a sole source basis to: North East Fire & Safety Inc., Bellingham, MA 02019. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. INQUIRIES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: The Equipment and Engineering Technology Team, Combat Feeding Directorate has specific needs to provide a specific work and test environment for Mission Essential Needs. A fume exhaust hood is required to test prototype field feeding appliances which emit oil fired burner gases. The hood must be designed to fit an existing work area approximately 16 feet long and approximately 7 feet high. The hood must provide a safe working environment that meets all Safety Regulations to include fire suppression system. The hood shall have: 4 vapor proof lights, 2 exhaust ducts with 1 hp fans each, makeup air duct with 1 hp fan and 22' x 8' stainless steel backsplash to cover walls on left and rear of hood. Electrical power will be provided to accommodate all electrical requirements. The hood shall be suspended from existing metal trusses in the ceiling. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): As a result of a marketing search, the contractor has turnkey capabilities, and qualified and certified technicians. Also, other contractors do not fabricate exhaust hoods, they install commercial off the shelf hoods that will not meet program requirements. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Searched 5 1ocal and regional suppliers and contractors capable of meeting all the design, fabrication and installation requirements that are capable of meeting all contract objectives. 4 of the 5 contacted did not fabricate hoods, 3 of the 5 only provided laboratory hoods that supply the chemical and microbiological industry. 4. Any other facts supporting the use of other than full and open competition: The contractor's field of expertise is designing, fabricating, installing and maintaining industrial sized fume exhaust hoods, also employs a qualified / certified technicians. North East Fire & safety Inc has the ability and qualifications to deliver an end item that will result in a suitable safe exhaust system to meet the test and evaluation criteria for Combat Feeding Directorate and meet our Mission Essential Needs. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
