- The U.S. Army Corps of Engineers, Tulsa District intends to issue a sole source purchase order for quantity four (4) individual software/license, CostWorks 2011 for PC (Personal Computer) to R.S. Means Company LLC, 700 Longwater Dr Ste 102, Norwell, MA 02061-1624. The Federal Supply Code is 7030 and the NAICS code is 511210. The USACE-CECT-SWT district intends to award a purchase order by other than full and open competition in accordance with FAR Subpart 6.302-1 (c), Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because R.S. Means Company LLC is the only provider on the commercial market that currently possesses the legal and proprietary rights to the required software/license of CostWorks 2011 for USACE-CECT-SWT.
