- Description
- NASA/GRC has a requirement to fabricate and test an advanced dynamic modeling andcontrol-systemto further develop a duel power and cooling system. NASA/GRC intends to award this sole source requirement to Case Western Reserve University(CWRU) under the authority of FAR 13.106-1(b) (1). Only CWRU has the knowledge andstudy results from prior work, and has developed a proprietary model for the systemrequired for this procurement. Organizations that believe they are capable of providing the described requirement maysubmit their capabilities and qualifications in writing to the identified point ofcontact not later than 4:30 pm EST on 05/06/2011. Such capabilities/qualifications willbe evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
