Description
The United States Agency for International Development, Regional Services Center (RSC), Budapest, intends to issue a Request for Proposal (RFP) on behalf of its client Mission, USAID Macedonia, in anticipation of the procurement of a cost plus fixed fee completion contract that will implement a four year project entitled the Regional Small Business Development (RSBD) Project to be implemented in Macedonia. The Project will strengthen private sector capacity to drive regional economic development and job creation in selected regions. This goal will be achieved through: a) Engaging business leaders, local government and other institutions to identify market opportunities for growth and job creation; b) Upgrading the capacity of micro, small and medium enterprises to respond to new market opportunities and grow; c) Strengthening the capacity of business service providers to better identify and serve the needs of the MSMEs; d) Building the necessary workforce capacity to support the growth of the MSMEs; e) Encouraging women and youth participation in business. The core idea underlying the RSBD Project is to identify and implement regional business initiatives leading toward job creation, based on identified market opportunities, and develop action plans to exploit those. The regional entrepreneurs (both aspiring and existing) will be mobilized to take advantage of these opportunities while support will be provided to help them succeed, such as the services of local business service providers and business connections they need. The RSBD Project will employ the large pool of available enterprise development tools (value chain development, cluster strategies, development of business services, etc.) to link the identified opportunities to interested enterprises-medium, small, micro-as the opportunities will vary greatly in size and complexity. This may include activities such as forging cooperation between microenterprises to reduce costs, helping small businesses set up new points of sale in untapped areas, and helping medium-sized lead firms develop their supply chain by upgrading small producers. Interventions will be based on specific and real market opportunities. Rather than becoming a direct service provider, the project will play a proactive facilitative role bringing together different types of service providers, micro-lending institutions, government institutions, business support organizations, schools and other relevant members of the MSME support network, and fulfil important catalysing functions that are not currently performed by the existing business support structures or regional economic development institutions. The RSBD Project will facilitate appropriate technical and/or soft skills training when needed, and upgrade the business management skills of owners and operators of SMEs and microenterprise start-ups. This project will cooperate closely with the Youth Employment Skills Project (YES) to communicate the identified skill gaps to the formal education system. The project will set aside $1 million in a Special Activities Fund (SAF) to issue bids for services, co-finance the delivery of business services and training and other measures designed to "buy-down" the risk of investment by entrepreneurs in new ventures or expansions with the potential to create many jobs. This fund could also be used to cost-share technology acquisition or advisory services. The Regional Small Business Development Project will be implemented in three regions in Macedonia (Polog, Pelagonija and one from the eastern part of Macedonia to be determined later). This will be a full and open competition and the procedures set forth in FAR Part 15 shall apply. The North American Industry Classification System (NAICS) code for this acquisition is 541990. The small business size standard is $7 million. In accordance with FAR 5.102(d) availability of the solicitation is limited to this electronic medium only. The solicitation will be posted herewith at FEDBIZOPPS web page (www.fedbizopps.gov) on or about May 20, 2011 or not less than fifteen (15) days after this notice is issued.
