Description
A. Description: This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. No further information is available from the Contracts Division. This synopsis/sources sought does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited. B. Objective: To find a source that is qualified to perform in accordance with the specifications below. This notice is for informational purposes only. C. Specifications: High strength and corrosion resistant aluminum alloy with superior ballistics for armor applications. This improved armor plate must have corrosion resistance equal to or better than AA7039-T64 and AA2519-T87 as well as ballistic performance comparable or better than AA7039-T64. In addition, the alloy must exhibit good welding characteristics to include process compatibility with existing armor materials fielded under the MIL-DTL-46027, MIL-DTL-46063, and MIL-DTL-46192 specifications for welded Al plates. The plates will be subjected to ballistic evaluation, corrosion testing to include coatings compatibility, accelerated corrosion testing, adhesion, fatigue, and susceptibility to stress corrosion cracking. The evaluation of welds include, weldability with existing weldments, mechanical/strength tests of the weld, ballistic shock, and corrosion testing of welded sections. The alloy(s) must currently be in production to allow for the rapid integration/test efforts as detailed above. D. Responses: All interested parties should notify this office in writing via email within the posted date. Responses shall include: (1) To what extent each of the specifications can be met. Include your type of business (i.e. commercial, academia) and whether your organization is large or small based on the 750 employee size standard that accompanies NAICS code 331315. (2) Past experience/ performance through the description of completed projects. Responses to this sources sought synopsis are due no later than 11:59 PM eastern standard time 26 May 2011.
