- Solicitation No. VA-245-11-RP-0115. The Department of Veterans Affairs is seeking a construction contractor to furnish all labor, materials, tools, equipment, and design-build services to convert the central chilled water distribution from constant primary/secondary to variable primary operation. This project is located at the Department of Veterans Affairs Medical Center, 510 Butler Avenue, Martinsburg, WV. Project Number is 613-11-100. Competition for this procurement is 100% Service Disabled Veteran Owned Small Business set-aside. The work includes, but is not limited to, altering the central chilled water distribution from constant primary/constant secondary to variable primary operation. The central chilled water system supports buildings 314, 500, 501, 502, 503, 508 and 512. No alterations will be performed for buildings 508 and 512. Project will provide hydraulic analysis, life cycle costing, design, and construction for replacement of existing pressure dependent valves with pressure independent 2-way valves, removal of constant volume balancing valves, install differential pressure sensors for controlling the primary pumps, and bypassing of existing chilled water pumps. Estimated construction cost range is $250,000 to $500,000.00. The firm must be a General Construction firm approved under NAICS: 236220, size standard: $33.5 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of WV. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov, http://www.ccr.gov, and https://orca.bpn.gov to be eligible for award. Technical and Cost proposals will be accepted from only responsible and responsive contractors. The project duration is expected to be 303 days from the date of receipt of the notice to proceed. The procurement is subject to availability of funds.
