Description
Distribution approved for Public Release; distribution unlimited, per DoD 5230.24 and OPSEC/Security Review conducted 25 April 2011. REQUEST FOR INFORMATION as defined in Federal Acquisition Regulations (FAR) 15.201(e). NO SOLICITATION DOCUMENT EXISTS. This Request for Information (RFI) is for planning purposes only and is issued in accordance with Federal Acquisition Regulation (FAR) Clause 52.215-3. The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research on behalf of the Joint Non-Lethal Weapons Directorate (JNLWD) to obtain information on responsible sources that can provide a long range device capable of deploying a boat entangling device from a vessel. Requirement: JNLWD is conducting market research for long range devices capable of deploying a boat entangling device from a vessel. Long range devices may be mounted and must be capable of deploying two different Government Furnished Equipment (GFE) boat entangling devices to a range of 100 meters (threshold), 1,000 meters (objective). Two different GFE devices (A & B) are to be deployed. The boat entangling device (Device A) has a stowed length of approximately two feet, a deployed length of approximately 25 feet, an approximate diameter of twelve inches, and an approximate weight of fifteen pounds. The boat entangling device (Device B) has a stowed length of approximately four to six feet, a deployed length of approximately 100 feet, an approximate diameter of 25 inches, and an approximate weight of 140 lbs. Responses should be limited to not more than ten pages, single spaced, in 10 point or greater font. Any information that the responder considers to be proprietary should be clearly marked. The Government will protect such information in accordance with applicable law and regulation. Responses should include the following: 1.A cover page, not included in the page count, identifying the submitting organization, its CAGE Code and mailing address, and a technical point of contact with corresponding telephone number and email address. The cover page should also indicate the organization s size, i.e. Large, Foreign, Small, Small Disadvantaged, 8 (a), Woman-Owned Small Business, HUBZone concern, Veteran-Owned Small Business, or Service-Disabled Veteran Owned Small Business. 2.A brief description of the device(s) capable of meeting the long range launch requirements as is or with minor modification including their capability, and an approximation of cost. 3.The North American Classification System (NAICS) code for this effort is 332999 - All Other Miscellaneous Fabricated Metal Product Manufacturing, size 500 and Federal Supply Group (FSG) 10. Firms shall indicate their business size based upon NAICS code 332999. The JNLWD will use the results of this announcement to determine what capabilities currently exist in the marketplace which meet the Government's requirements (as-is or with minor modifications) outlined above. The Government may elect to conduct one-on-one discussions with industry based on its analysis of the RFI responses. Please note that the Government is under no obligation to conduct these sessions. The Government may ultimately develop and issue a Request for Proposal (RFP); however, the Government is under no obligation to issue an RFP. MARCORSYSCOM will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the RFI. Interested parties are requested to submit a response in an Adobe Acrobat Portable Document Format (.pdf) or Microsoft Office compatible format by 12 May 2011.
