Contractor is inquiring if a alternative method of construction by rehabilitating the existing water main by cured in place pipe would be approved. Question 1B: If your answer is to comply with the Invitation for Bid (IFB) requirements - Contractor(s) will assume that open cut installation is only method accepted at this time for a the installation for the design/build water main project. Government Response to Question 1A: Per Statement of Work (SOW) (Para 1.2) it is clear that "Existing water piping and associate pipe fittings, valves shall be abandoned in place." Cured in place pipe which utilizes existing water main is NOT acceptable method for this acquisition. Government Response to Question 1B: Comply with SOW Paragraph 3.1.2.5. 2. Project Scope: The Contractor is responsible for conducting a survey of the areas where work will take place. Question: How much of a survey do you expect? We can use area maps and aerials, pick up all Fire Hydrants, Valves, Manholes etc etc with GPS and provide a plan for water main construction. Or do you want a complete Topographic survey? Government Response: You can use area maps and aerials, pick up all Fire Hydrants, Valves, Manholes etc etc with GPS and provide a plan for water main construction. No need of complete Topographic survey 3. 1.1 Design: A design package shall be submitted at 65%. Question: How much detail do you require at 65%? Government Response: show service connection, cathodic protection, boring, asphalt/concrete pavement replacement (if any), fire hydrant connection, typical thrust block, locator wire detail etc.. 4. 1.2 Water Line Replacement: Replace 8" and 6" Water Mains. Question: Can the plans be plan view only? Or do you require Plan & Profile? Government Response: The design plans can be plan view but the as-built shall include plan and profile 5. A Storm Water Pollution Prevention Plan (SWPPP) is not mentioned. With the excavation required and the contractor yard, we may exceed an acre. Question: Is a SWPPP going to be required as part of the plans? Government Response: A Storm Water Pollution Prevention Plan (SWPPP) is required for this project. 6. Fire Flow Test: Question: How many Fire Flow Test will be required? Pending Government Response: 7. Reduced Pressure Zone Assembly: In current standards, when we install or replace a service line to a commercial building, we are required to intall a Reduced Pressure Zone Assembly. Question: Does Lackland AFB have this requirement? Government Response: No, Lackland does not have this requirement 8. 2. Codes & Regulations: Texas Commission on Environmental Quality is not listed as an agency to comply with. Question: Should TCEQ be included in this list? Government Response: TCEQ should be included 9. 3.1.2.5 Street Boring: Provide borings on all new road crossings. Question: Can you provide a list of intersections that will require boring to cross the road with the main? In some cases, the water main is on one side of the road and the Fire Hydrants are on the opposite side of the road. We have to replace that fire hydrant with a new 6" main crossing the road. Is this a bore at every fire hydrant? Or will we be allowed to open cut in this case? Government Response: boring across the road required only if Fire Hydrants (FH) is on the opposite side of the road 10. 20 Barricades & Warning Signs: Question: Is a Traffic Control Plan required as part of the plans submitted? We normally include Traffic Control Standard by TxDOT for the contractor to use. Not a specific plan to follow. It is better to have the Traffic Control Plan to be as fluid as possible. Government Response: Yes, Traffic Control Plan required 11. 25.1 Corrosion Protection: Question: Does the Base have a specific Cathodic Protection Detail they prefer? Government Response: No, Base does not have any specific Cathodic Protection Detail that preferred 12. 28. As-Build Drawings: This item requires Mylar (Transparent polyester Film) on 28"x40" (AF Form 3000) in architectural scale. Item 35.1 Deliverables: Requires standard blackline quality paper (36"x48") at an appropriate scale. Question: Which is correct? Question: We plan on using scales 1"=20' to 1"=50'. Is this acceptable? Government Response: Mylar (Transparent polyester Film) on 28"x40" is not required for this project. AF3000 is required in every submittals. Item 35.1 is correct Government Response: Whatever scale use can be read in full size copy 13. Quality Control Plan: Question: Is a Quality Control Plan a narrative? Question: May we request a copy of the plans that were just completed for a similar project to review? Government Response: QC plan can be narrative Government Response: No, Awardee shall submit their own company's format QC Plan 14. The solicitation provides quantities for various items of work. The data presented in the current solicitation does not provide sufficient detail to know where the pipelines are that need to be replaced. Can a map of the location where the water lines are to be replaced be provided? Pending Government Response: 15. How will the pipelines be installed that cross existing streets? Can you provide information on which streets can be cut to allow installation and which streets it will be necessary to bore? Will installation of casing be required for bores? Pending Government Response: 16. What are the pavement replacement requirements for pipelines installed in existing parking areas or in existing streets? Pending Government Response: 17. The statement of work in paragraph 25.3 requires cathodic protection, but the lines are PVC and the valves are to be FBE coated. Is there any cathodic protection required on the valves or fittings? Pending Government Response: 18. Will we need to characterize the environmental condition of the areas where waterlines will be replaced? Will environmental data be provided to the contractor? Will the base manage building tenants as waterlines are disconnected and replaced or will service outages and reconnections (tenant notifications, etc.) to be managed by the Contractor? This may have bearing on production rates as trenches can't be backfilled until the inspector has approved pipe assembly and installation. Pending Government Response: 25.
