- Effective 01 October 2011 the United States Army Corps of Engineers Protective Design Center (PDC) will establish and maintain a Department of Defense (DoD) Certified Anti-ram Barriers List. This list will include vehicle barriers tested in accordance with ASTM F2656, Standard Test Method for Vehicle Crash Testing of Perimeter Barriers, or tested in accordance with U.S. Department of State STD-02.01. Tested barriers for which reports have been submitted, reviewed and accepted by the Protective Design Center in the manner stated below will be included on the DoD list. The list will not include barrier systems which allowed dynamic penetrations in excess of distances associated with an ASTM F2656 P3 penetration rating during the test. The list will be updated quarterly (January, April, June, October) and will be accessible on the PDC web site to any interested parties. DoD facilities will use only barriers identified in this list. After successful completion of the test, the final test report, including comprehensive barrier construction specifications, details and plans, must be submitted in hard copy and PDF format to the Protective Design Center. All material must be sent directly to the Protective Design Center by the test facility. Only barrier systems for which the above information has been submitted to the PDC, including those systems that previously appeared on the U.S. State Department list, will appear on the DoD certified list. All submittals will be treated as proprietary information and will be exempt from public disclosure. The test results will not be distributed outside the Protective Design Center without the written permission of the manufacturer. The submittal cut-off date is set at one month prior to the issuance of the next list.
