- THERE ARE NO FUNDS AGAINST THIS BAA SOLICITATION. The U.S. Air Force issues this Broad Agency Announcement (BAA), under the provisions of the Federal Acquisition Regulation (FAR) 35.016 and 6.102(d)(2), which provides for the competitive selection of research proposals. Contract(s) based on responses to this BAA are in full compliance with the provisions of The Competition in Contracting Act of 1984 (PL 98-369) as codified in 10 USC 2304. The Electronic System Center (ESC); Air Force Materiel Command (AFMC); Command, Control, Intelligence, Surveillance and Reconnaissance (C2ISR) Directorate (HS); Intelligence and Special Programs Division (HSJ) is responsible for the transition of promising cooperative and non-cooperative combat identification (CID) technologies from the laboratory to operational platforms. To facilitate the execution of this responsibility, the Combat Identification Capabilities Section's (HSJJC), Broad Agency Announcement (BAA), is developed to explore promising CID technologies. This BAA is conducted using full and open competition. The applicable North American Industry Classification System (NAICS) code for this BAA is presumed to be 541712 with a size standard of 500 employees. Although no portion of this BAA has been set aside for small business, small disadvantaged businesses, historically underutilized business zone businesses, historically black colleges and universities, and/or min! ority institutions, participation from all these organizations is highly encouraged. In an effort to minimize proposal preparation cost, this BAA utilizes a two-step process. Proposals submitted in response to the BAA will be evaluated in accordance with the evaluation criteria set forth in the BAA. This BAA will remain open continuously through 25 April 2012. The BAA technical areas of interest are: Identify promising Combat Identification (CID) technology candidates, Develop models or prototypes of the CID technology, Conduct demonstrations in operationally relevant environments, and Accelerate transition of the technology to operational platforms. All questions may be directed to the technical point of contact listed in page 2 of the BAA. The U.S. Air Force issues this Broad Agency Announcement (BAA), under the provisions of the Federal Acquisition Regulation (FAR) 35.016 and 6.102(d)(2), which provides for the competitive selection of research proposals. Contract(s) based on responses to this BAA are in full compliance with the provisions of The Competition in Contracting Act as codified in 10 U.S.C. 2304 and 41 U.S.C. 253.
