Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source, fixed price contract in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c) (1), with J-Systems, 1 South 678 School Ave, Lombard, IL 60148. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website ( www.fedbizopps.gov ). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334310; Audio and Video Equipment Manufacturing; the size standard is 750 employees. The FBI requires the following: Long Range Camera System - Quantity: 30 •· The System shall come with the following key components: •o A camera •o Lens •o Exterior camera enclosure •o Pan-tilt head •o Mounting plates •o IP control board •o Control board enclosure •o User friendly GUI •· All key components shall be packed in a reusable shipping case with wheels for easy mobility, and interior cut-to-size foam inserts for stability. •· The system shall be designed so that the FBI can swap out the camera and lens as needs change and install a different camera and lens. •· The system shall not include a tripod, but the vendor provided tripod mounting plate shall be compatible with Quickset Hercules tripod, part number 4-53220-6. •· Camera •o Shall be a high quality 1.3 mega pixel camera, i.e. Panasonic WV-NP502 or equivalent; •o Camera shall have an auto back focus capability; •o Shall be compatible with the Milestone Network Video recording software; •o Shall support a 128x dynamic range and allow for a usable image at 0.08 at F1.4 in the 1.3 mega pixel mode. •· Lens •o Shall be suitable for long-range surveillance and shall be a Fujinon D32x10HR4D-YE1 without a neutral density filter or equivalent; •o The lens shall operate on 12 volts DC and shall have DC iris control; •o The lens shall be capable of zooming between 20mm and 320mm; •o The lens shall be compatible with J-Systems control board, part number JPTMC-01 or equivalent. •· Exterior Camera Enclosure •o Shall house the camera and lens and key power supplies needed to support enclosure operations in all weather conditions; •o Shall be heated and fan cooled; •o Shall have a camera-lens mounting tray that allows various types of cameras and lenses to be installed; •o The exterior camera enclosure shall be connectorized so that cables between the enclosure and the control box and pan-tilt head can be disconnected for shipping; •o All connectors shall be uniquely keyed and labeled; •o All cables connecting to the enclosure shall be labeled; •o The enclosure shall be well built and shall not flex under strong wind loads when mounted to the pan-tilt head; •o The enclosure shall not be permanently attached to the pan-tilt head and shall be easy to separate the pan-tilt head from the camera enclosure with basic tools; •o Mounting the enclosure to the pan-tilt head shall be easy and shall not take longer than one (1) minute in low light conditions; •o The enclosure shall be painted in a light color to prevent the absorption of excessive heat from the sun; •o The enclosure shall include a Power-Over-Ethernet (POE) power supply, thereby allowing POE compliant cameras to be powered through an RJ45 interface. •· Pan-tilt head •o Shall be a J-Systems, Inc., part number JPTH-35 or equivalent; •o It's operation shall be based upon an advanced closed loop DC servo system; •o It shall be capable of supporting a load up to 35 lbs.; •o It shall be capable of supporting presents, and it shall not move more than 0.5 degrees when used with the systems controller; •o The pan-tilt head shall be powder coated and shall match the color of the camera enclosure; •o The pan-tilt head shall be compatible with J-Systems, Inc. IP control board, part number JPTMC-01 or equivalent. •· Mounting Plates •o The system shall include two mounting plates; •o One mounting plate shall be a flat plate suitable for mounting the pan-tilt head and enclosure on a desk in an office environment and shall be suitable for basic testing; •o The other mounting plate shall be a tripod adapter plate that allows the pan-tilt head to easily mount to a Quickset Hercules tripod, part number 4-53220-6. •· IP Control Board •o The system shall have an IP control interface board based on J-Systems, Inc., part number JPTMC-01 board or equivalent; •o The IP interface board shall be user IP addressable and password protected; •o The control board shall have "finder software" similar to the Axis IP utility that allows a user to find the control board anywhere on the network; •o The control board shall have interface with the system's lens and pan-tilt head to provide very fine control of the pan-tilt functions as well as the lens' zoom and focus motors; •o The IP control board shall be capable of supporting up to 20 pan-tilt and lens preset locations; •o The IP control interface board shall be designed to operate in outdoor conditions in temperature from -40 degrees Celsius to +70 degrees Celsius; •o The control board shall be compatible with RS485 data originating from a Pelco KBD300 joystick controller; •o A user operating the KBD300 joystick controller shall be able to make precise movements of the tripod and lens and set and recall presets; •o The IP controller shall be capable of interfacing to other lens and pan-tilt heads and shall have a calibration function allowing fine-tuning of new pan-tilt heads and lenses; •o The IP controller shall have a mini-page feature that allows key controls to be operated within the Milestone NVR Smart Client Interface; •o The IP Control Board shall be mounted in an environmentally protected box thereby allowing the system to operate in all weather conditions; •o The box shall include mounting hardware that will allow the box to be mounted to a Quickset Hercules tripod; •o ALL RJ-45 cables connecting to the IP control box shall be metal twist lock and water proof; •o The control box shall have a circuit breaker protected 12 Volt DC output interface so that up to 2.5 amps can be supplied to adjacent IP transceivers; •o All connectors shall be labeled and uniquely keyed; •o All cables connecting to the control box shall be labeled; •o The system shall include a 5-port Ethernet switch with enhanced surge and lightening protection; •o The 5-port Ethernet switch shall interface to the key IP elements of the system and shall provide an IP port for testing the system; •o The system shall include a built-in AC/DC circuit breaker that can also act as a power switch; •o The circuit breaker shall also allow the user to recycle power at the control box; •o The system shall include a 25 foot power cord and a 25 foot network interface cable; •o All cables used in the system shall be designed for repeated flexibility and shall remain flexible in all weather conditions from -40 degrees Celsius to +70 degrees Celsius. •· All cables shall be labeled with unique cable numbers and contain a label describing the cable's function. •· The vendor shall provide drawings of the system and a parts list of key components. •· The parts list shall address key system elements such as circuit breakers, power supplies, POE injectors, etc. This will allow Government users to more quickly replace parts that are damaged. •· The system shall include a high-level interconnect drawing inside the camera enclosure and inside the IP control enclosure. This block-level drawing shall allow technicians to see basic system design and allow them to more easily troubleshoot the system. •· The vendor shall have a website containing all the latest control firmware and drawings so that users may download soft copies of all documents provided with the system. •· The vendor shall assemble and test the system prior to shipping and verify the system work as advertised. Pan-Tilt Head JPTH-13M - Quantity: 40 •· Compact unit capable of supporting 13 lbs.; •· High precision pan-tilt, capable of very small movements, 0.35 degrees on each axis; •· Designed to IP-68 weatherproof standards; •· Surface shall be suitable to mounting a large Fujinon lens, such as the D32X10HR4D-YE1 type lens and compatible camera; •· Device shall be designed and built for high use in harsh environments; •· Shall use stainless steel or power-coating on its external shell and be IP-68 rated; •· Ball bearings shall be used of all major axis and main gear shall be made of high tensile strength stainless steel; •· The pan, at a minimum, shall move 320 degrees in either a right or left direction; •· When level, the tilt shall be, at a minimum, + or -60 degrees from horizontal position; •· The pan-tilt head shall have external adjustable limit stops to control and restrict the distance the pan-tilt head can move in any direction; •· Limit switches shall be easily adjustable with common hardware; •· The pan-tilt head shall support very accurate positioning and location presets; •· The pan-tilt head's connector shall be MIL-C_26482-14-15 to be compatible with existing inventory of controllers; •· The pan-tilt head shall have only one connector, near the base as not to obstruct any movement or increase the pan-tilt profile; •· The device shall operate with 12V DC and draw less than 1.5 watts, per its X or Y axis; •· The unit shall have a small foot print, measuring no greater than 6 in. H x 6 in. W x 5in. D: •· The devices shall be light weight, weighing no more than 5.5 pounds; •· The unit shall be powder coated black; •· The pan-tilt head shall have a bottom mounting plate with at least 4, pre-drilled ¼ - 20 or larger bolt holes; •· The operating temperature shall be -30 degrees Celsius to +70 degrees Celsius; •· Motion resolution shall not be greater than 0.35 degrees when used with the system's controller; •· The pan-tilt head shall have a regenerative braking system; •· The pan-tilt head shall not require scheduled maintenance; •· The pan-tilt head shall be a physical and functional direct replacement for the FBI's current inventory of J-Systems JPTH-13M pan-tilt heads. Controller JPTMC-02 PWM - Quantity: 20 •· Shall be IP-addressable; •· Shall operate on 12 V DC; •· Shall be capable of working with a wide variety of pan-tilt heads and lenses; •· Shall have a user friendly Graphical User Interface (GUI) that can be accessed through internet Explorer or Firefox; •· The main page shall be the primary interface to control the pan-tilt head, power zoom lens, as well as other control functions and displays; •· The main page shall support a virtual joystick as well as nudge buttons for each pan-tilt axis and lens focus and zoom movement; •· The controls shall display the relative position of the pan-tilt head and lens focus and zoom at all times; •· The GUI shall have sub-menus or buttons that will allow a user to access additional web pages for advanced configuration; •· The GUI shall support password protection and allow the administrator to update IP addresses, user names and passwords as appropriate; •· The GUI shall support serial device set up, network IP programming and advance PTZ calibrations so that different pan-tilts and lenses can be used; •· The GUI shall be capable of operating in a mini-page mode so that only the virtual joystick and preset click-to buttons are displayed on the screen; •· The mini-page shall operate within a quarter window within the Milestone's Smart Client GUI; •· The controller and the GUI shall support up to 20 user defined presets and an auto patrol function between presets; •· Accuracy of presets shall be repeatable with a tolerance no greater than 0.35 degrees; •· The controller's IP interface shall be via an RJ-45 connection that shall support 10 Base-T/100 Base-TX Auto Negotiation; •· The controller shall contain interface connectors, and shall allow easy connection to power the pan-tilt head, lens and other external devices; •· The connectors shall be identical in functionality to the FBI's existing inventory of JPTMC-01 controllers so that they can be used as direct replacements; •· All interface connections shall be protected against electrostatic discharge; •· The controller's physical size shall be a PC 104 from factor so that it can be used as a drop in replacement/spare for the FBI's existing inventory of JPTMC-01 controllers; •· The controllers shall support, at a minimum, the following environmental: operating temperature range: -40 degrees Celsius through +70 degrees Celsius; •· The controller shall have an RS-232 or RS-485 (user selectable) interface that will decode Pelco D protocol and allow movement of the pan-tilt and camera with a Pelco KBD-300 joystick or equivalent; •· The controller shall support soft user defined travel limits; •· The controller shall come with a user manual that defines complete operation of the unit as well as a detailed wiring diagram showing the pin-out and color code connections between the controller board and pan-tilt head and lens interface cable; •· The controller board shall include Windows compatible finder utility that can be used to find all controller boards on the network even if the subnet addressing of the computer and controller do not match. Interconnect Cables - Quantity: 25 •· 10 Foot Long Pan-Tilt Cable Assembly with military style connector to mate with the PT Head on one end. The other end is not terminated (the controller end shall not be connectorized, but shall be stripped and tinned for insertion into the controller interface connector); •· Flexible from -40 degrees Celsius to +70 degrees Celsius; •· Insulated with polyolefin wire; •· All cables connecting to the enclosure shall be labeled; •· The cable length shall be 10 foot, +/- 4 inches; •· The cable shall have a minimum of 14 conductors, 22 AWG; •· The cables shall have a tinned braided shield; •· The cable shall permit connection between the pan-tilt head and IP addressable controller; •· The pan-tilt head of the cable shall be connectorized and compatible with the FBI's existing inventory of JPTH-13M pan-tilt heads. Interconnect Cables - Quantity: 15 •· 60 Foot Long Pan-Tilt Cable with military style connector to mate with the PT Head on one end. The other end is not terminated (the controller end shall not be connectorized, but shall be stripped and tinned for insertion into the controller interface connector); •· Flexible from -40 degrees Celsius to +70 degrees Celsius; •· Insulated with polyolefin wire; •· All cables connecting to the enclosure shall be labeled; •· The cable length shall be 60 foot, +/- 4 inches; •· The cable shall have a minimum of 14 conductors, 22 AWG; •· The cables shall have a tinned braided shield; •· The cable shall permit connection between the pan-tilt head and IP addressable controller; •· The pan-tilt head of the cable shall be connectorized and compatible with the FBI's existing inventory of JPTH-13M pan-tilt heads. Pan-Tilt Head with Camera Enclosure System JSYS-PT02T - Quantity: 30 •· The system shall be identical to the long range camera system, but shall not include a camera or lenses. The system shall be configured to accept a Panasonic WVNP502 camera and a suitable lens. •· The vendor shall assemble and test the system prior to shipping, and verify the system works as advertised. Based on market research conducted, via discussions with IP camera manufacturers at industry conferences, attendance at trade shows, internet searches, catalogs and discussions with government colleagues, it has been determined that the FBI's needs can only be met by J-Systems, Inc. J-Systems, Inc. is the only manufacturer capable of providing a system and accessories capable of meeting FBI requirements: J-Systems Long Range Camera: •· 320mm lens included with system; •· High quality lens with mega pixel camera; •· IP control solution: •· No other vendor can supply all elements of one cohesive solution. Pan-tilt Head •· Compact unit capable of supporting 13 lbs.; •· Designed to IP-68 weatherproof standards; •· High precisions movements, 0.35 degrees on each axis; •· Spur gears allow for less movement at higher wind speeds; •· Graphite impregnated bronze ball bearings on major axis, creating smoother rotation; •· Control Board supports RS232 and RS485 (switch selectable) using Pelco D protocol. Interconnect Cables •· Robust cables designed to stay flexible from -40 degrees Celsius with polyolefin wire insulation, making the cable extremely rugged. •· Compatible with J-Systems Controller (JPTMC-01) and interchangeability with FBI assets. The J-Systems Long Range Camera, Pan-Tilt Head and Pan-Tilt Head with Camera Enclosure System include: •· Modular design, allowing camera and lens to be replaced in the field by user; •· Open architecture permits replacement of existing camera and lens with technologically enhanced camera and lens; •· Packaged to operate in all required environments without special software or hardware. This notice is not a request for competitive proposals; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 10:00 am, EST, by Friday, April 29, 2011, by email to the attention of Mr. Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
