Description
The Marine Corps System Command (MCSC) Assistant Commander for Contracting, Quantico, VA, on behalf of the Program Manager for Fire Support Systems (PMM-141), is conducting market research in support of its fielding the Expeditionary Fire Support System (EFSS) which provides all-weather, ground-based, close supporting, accurate, immediately responsive, and lethal indirect fires in support of the Marine Air-Ground Task Force. The primary weapons system of the EFSS is the M327 Rifled Towed Mortar (RTM). This Request for Information (RFI) is being issued by the MCSC to solicit information from potential sources that will aid MCSC in the formulation a competitive approach to the design and production of a 120mm long range, guided, mortar munition for use with the M327 RTM. The MCSC acquisition strategy includes the potential of awarding multiple contracts for the developmental phase of the program, which will culminate in a field evaluation. Based on funding availability and performance results from the field evaluation, the Government may award a second contract for the procurement of Low Rate Initial Production rounds to be used for qualification testing, along with options for Full Rate Production rounds and a Technical Data Package. Submissions should discuss the opportunity for licensing of any proprietary information and or providing 2 or more qualified sources in order for the MCSC to achieve long term competion for the production munitions. SUBMISSION INFORMATION: Interested organizations that have the capability to rapidly address this request, regardless of size, are asked to submit relevant information on their company/institution, technical capabilities and maturity NLT close of business (4pm Eastern Time) May 17, 2011. Any relevant company background/experience, business category, costs, and any other information that the organization believes demonstrates their value/ability to meet the aforementioned intent should be included. Respondents must be registered in the Central Contract Registration (CCR) database and provide a DUNS number. Firms may register for CCR at www.ccr.gov. All information supplied will be considered company proprietary, unless otherwise specified by the company or available from other sources without restriction. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. Anticipated Key Performance Parameters are as follows: Maximum Range: 16km (threshold), 20km (objective). Lethality: Equivalent (or better) than the M1101 High Explosive projectile. Accuracy: 20m Circular Error Probable (CEP) (threshold), 10m CEP (objective). Guidance: If Global Positioning System is used, the system must be Selective Availability Anti-Spoofing Module (SASSM) compliant. Transportability: Air, Maritime, and Rail. Insensitive Munitions Compliance for energetic components. Attached are draft copies of the Performance Specification and SOW that may be utilized in a follow-on solicitation (RFP). Interested parties are encouraged to submit questions to the POC named and weekly responses will be posted via amendments to this RFI. Final questions must be submitted NLT than close of this RFI, May 17, 2011. In order to promote further discourse with vendors the MCSC will permit early exchanges of information via one-on-one meetings with potential vendors. This will be coordinated with the point of contact identifed below.
