- This modification to the pre solicitation notice is to notify potential offerors of the following: 1) A synopsis is not required in accordance with FAR 5.202 (13). The intent is to promote as much competition as possible thus the reasoning for posting this prior to the solicitation release. This is the reason that this pre solicitation notice may not be posted for 15 days. 2) The changes that were made to the pre solicitation notice still apply except the solicitation release and response time may change. 3) The data package that was posted on 25 April 2011 at 12:12 pm has deficiencies. We are currently reworking this data package and the data package will be available when the solicitation is posted.
