Description
The Michael E. DeBakey VA Medical Center (MEDVAMC) Houston, TX has a requirement for Project # 580-11-520, "Design Build Services to renovate Prime Care Areas in B-100 Basement at the MEDVAMC." This opportunity is available only to contractors under public law 109-461 and 38 USC 8127. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business Set-Aside. The S.D.V.O.S.B. contractor is required to perform a minimum of 15% of the construction work on the project utilizing their own workforce. Additionally, this acquisition will be awarded in accordance with FAR 15.101-1, utilizing the Tradeoff process and best value is expected from this procurement. Please do not send questions to this notice as it is only a Pre-Solicitation Notice. Questions will be accepted only after the Solicitation has been published. A Firm-Fixed Price contract award is anticipated. The contractor shall provide design build services to perform the following: 1. Renovate 8 exam rooms in existing area in Prime Care Admin Area (Approx. 1607 sq. ft.) 2. Renovate 5 Reception Areas in Prime Care (Approx. 1200 total sq. ft - 240 sq. ft. per area) 3. Convert 10 Prime Care Offices to Exam rooms (Approx. 1000 sq. ft - 100 sq. ft. per room) The contractor shall perform the services per conceptual drawing, design build statement of work, VA Master Specifications, space data sheets and general requirements document. All work and materials shall meet VA Master Specifications and standards. The project duration shall be 120 calendar days from receipt of a Notice to Proceed. The VA Master Specifications can be found at the following website: http://www.cfm.va.gov/TIL/spec.asp. Solicitation documents will be available electronically on or before May 6, 2011 at this website. Hard copies will not be mailed. The solicitation will be issued as a Request for Proposal (RFP). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, OFFERORS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE. A 90 day bid acceptance period will be required. A Bid bond must be submitted with the offerors bid. Performance and Payment bonds will be required from the contractor receiving award. A pre-proposal conference will be held at a date, time, and location to be provided in the solicitation announcement. The magnitude of construction is between $500,000 and $1,000,000. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $33.5 million in average annual receipts for the past three (3) years. Offerors must be registered at the Vendor Information Pages at www.vip.vetbiz.gov, currently registered in the Central Contractor Registration (CCR) database at www.ccr.gov, and have completed online Representations and Certifications at http://orca.bpn.gov prior to contract award. ADDITIONALLY, ALL SDVOSB CONTRACTORS MUST BE CENTER FOR VETERANS ENTERPRISE (CVE) VERIFIED IN ORDER TO RECEIVE A CONTRACT AWARD.
