Description
DLA Troop Support intends to enter into an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Economic Price Adjustments with a full line food distributor acting as a Prime Vendor responsible for the supply and delivery of semi-perishable and perishable items to a total of approximately 205 delivery locations (based on current troop strengths) in Afghanistan. The prime vendor must be capable of supplying all dry, chilled, and frozen products to include canned / boxed grocery products, frozen fish, meat and poultry, other frozen foods (fruits, vegetables, prepared foods, etc.), dairy and ice cream products, fresh and frozen bakery products, beverages, water, and juices (non-dispensers), fresh fruits and vegetables, and non-food items such as Food Service Operation Supplies (FSOS). In addition, the prime vendor must also be capable of storing and distributing Government Furnished Material (GFM) such as Unitized Group Rations (UGRs), Meals Ready to Eat (MREs), Health and Comfort Packs (HCPs), and cconstruction materials, including installed equipment and all fortification and barrier materials to the military and other federally funded customers within Afghanistan. The estimated dollar value for this contract is $2,000,000,000 annually, totaling $10,000,000,000 across the entire 66 month contract. The contract will be broken down into three (3) Tiered Pricing Periods. The first tier shall be for a 30 month period (inclusive of a 6-month ramp-up period followed by a 24-month performance period). The second tier shall be for the following 18-month performance period. The third and final tier shall be for another 18-month performance period. The prime vendor must have the ability to make deliveries by means of ground, fixed wing, and rotary wing transportation, depending upon the location of the customer, while also independently arranging for Private Security services, where necessary. The prime vendor must also independently arrange for the transportation of product from the Southern Caucuses / Central and Southern Asian (SC / CASA) states into the country of Afghanistan, as no TRANSCOM USC06 rates are currently available. The prime vendor will also be required to utilize Afghanistan Nationals for contract employment, and partner with Afghanistan-based and SC / CASA-based companies as part of their performance on this contract. Anticipated Issuance Date of the Solicitation is April 26, 2011 with an anticipated Request for Proposal (RFP) date of June 14, 2011.
