- AMENDMENT 0003 is issued. Amendment 0003 The purpose of this amendment is to clarify and include evaluation factors and to extend proposal deadline. Bids are extended until 4:00 p.m. CST, May 2, 2011. The offeror acknowledges receipt of all amendments to the solicitation prior to the closing date and time by one of the following methods (a) by completing items 8 and 15 and returning 1 copy of the amendment, (b) by acknowledging receipt of this amendment on each copy of this amendment on each copy of the offer submitted, or (c) by separate letter or email which includes a reference to the solicitation and amendment numbers.
