Description
NASA/ARC intends to extend contract NNA05BE28C with Science ApplicationsInternational Corporation (SAIC) on a sole-source basis pursuant to 10 U.S.C 2304(c)(1),Only One Responsible Source. The performance period will be extended for a potentialtwelve month period, consisting of a nine month base period, and three one-month options.The principle purpose of this contract is to provide support for the NASA Ames ResearchSimulation Laboratory Facilities (SimLabs). The SimLabs are unique national research anddevelopment facilities dedicated to providing researchers with high-fidelity environmentsin which to conduct simulated flight research and to advance the state-of-the-art ofsimulation technology.Researchers use the SimLabs facilities to investigate a varietyof topics ranging from the design of new aircraft guidance and control systems to thehuman factors implications of new or existing flight deck displays, airspace operations,air traffic control and automation. In-house projects and experiments are conducted todevelop new simulator systems and subsystems, improve simulation systems, developadvanced engineering techniques to improve the fidelity and validity of simulationprograms, and incorporate the latest technology into simulation systems. The SimulationLaboratory Facilities are primarily comprised of the Crew-Vehicle Systems ResearchFacility (CVSRF), the Vertical Motion Simulation Complex (VMSC) and FutureFlight Central(FFC).The extension will extend the period of performance of the current contract, NNA05BE28C,for nine (9) months from June 30, 2011 through March 31, 2012 for the base period; andthrough June 30, 2012 if all three one-month options are exercised. The extension willincrease the current contract value. The extension is the Governments best interest toprovide ongoing SimLabs services until a new contract is awarded. The current Contractor,SAIC, is considered the only Contractor that can meet ARCs needs given the short periodof performance for the extension. Awarding the potential twelve month contract to anotherContractor at the same time the recompete is in the process would result in substantialduplication of cost to the Government that is not expected to be recovered throughcompetition of the extension as well as unacceptable delays in fulfilling ARCs criticalrequirements. The proposed contract action is for supplies or services for which the Government intendsto solicit and negotiate with only one source under the authority of FAR 6.302. Thepurpose of this action is to bridge the performance period between the end of the currentcontract and the anticipated award of the follow-on requirement. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30pm PDT on Monday,May 16, 2011. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.
