- Description
- NASA/MSFC plans to issue a Draft Request for Proposal (DRFP) to seek industrycomments for the Engineering and Science Services and Skills Augmentation (ESSSA)procurement. The anticipated release date of the DRFP is on or before May 3, 2011 withindustry comments due approximately 14 days after the release date. It is anticipatedthat an industry briefing will be conducted at MSFC in Huntsville, Alabama on May 9,2011. After the industry briefing and the comment period, a Final RFP (FRFP) will beissued. All responsible sources may submit an offer to the FRFP which shall be consideredby the agency. Attached is an updated interested parties list for this procurement.The industry briefing will be held at Marshall Space Flight Center, Morris Auditorium(1st floor) in Building 4200 on May 9, 2011 from 12-4:00pm CST. There is a limit of five(5) attendees per prime Offeror team for the site tours. However, teams may bring up tofive (5) additional team members for the acquisition overview briefing. If a company isnot attending as part of a prime Offerors team, you are limited to one (1) attendee forthe site tour and four (4) attendees for the briefing. For those not attending the sitetour, there will be a session to discuss completion of the cost forms.Foreign nationalswill not be admitted. Please email your intent to attend the industry briefing along withyour registration form to Chris Randall at e-mail address Chris.Randall-1@nasa.gov nolater than 12:00 noon CST on May 6, 2011. See attachment for registration form andinstructions.The ESSSA procurement is a follow-on to the current ESTS Services contract, NNM05AB50C,with some modifications of requirements. The ESSSA contractor will be required to provideengineering and science personnel to support various MSFC Directorates, Offices, andPrograms/Projects. Period of performance encompasses a 2-year base period and three 1-year options currentlyanticipated to begin February 1, 2012. The contract will be a Cost-Plus-Fixed-Fee (CPFF)Indefinite Delivery Indefinite Quantity (IDIQ) type. The Government does not intend toacquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541712 and 1000 employees, respectively. NASA Clause 1852.215-84, Ombudsman, is applicable. An ombudsman has been appointed --See NASA Specific Note 'B'. The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASABusiness Opportunities home page ishttp://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=. Prospective Offerors shall notify this office of their intent to submit an offer. It isthe Offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential Offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). All contractual technical questions must be submitted in writing (e-mail or fax).Telephone questions will not be accepted.
