Description
Naval Facilities, Resident Officer in Charge of Construction, (NAVFAC ROICC) Camp Butler is issuing this synopsis to attract interest among prospective contractors to compete Base plus 2 option years Combination Firm-Fixed Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) under Commercial Item procedures to perform Cleaning and Disposal of Oil Water Separators, Fuel Tanks, Waste Oil, Tanks and Drums at Various U.S. Government Facilities, Okinawa, Japan. This requirement will be procured utilizing competitive best value trade off evaluation process under Commercial Item procedures in accordance with FAR Part 12. Interested contractors shall be strongly encouraged to follow the requirements of the Technical Evaluation Factors stated in the attached solicitation N40084-11-R-2004. The following factors shall be used to evaluate offers: 1. Management and Technical Approach of the items offered to meet the government requirement. For this factor, the contractor is to provide, at a minimum, sufficient narratives, supporting documents, and any other proposal submissions a contractor deems necessary to address their 1.Management Plan and Technical Approach, 2. Past Performance 3. Safety 4. Price. Award will be made on the basis of best value to the Government, price and technical factors considered. The process permits tradeoffs among price and technical factors, which allows the Government to accept other than lowest priced when perceived benefits of the higher prices proposal merit the additional cost. Interested contractors shall be fully responsible to verify the SF1449 (Solicitation N40084-11-R-2004) together with all other attachments uploaded to this solicitation. The above solicitation consists of the following documents: SF1449 Solicitation N40084-11-R-2004 Attachment 1: Performance Work Statement (PWS), Annex(1,2,&18) Attachment 2: Section J Documents, Exhibits and other Attachments Attachment 3: Section J Site Maps, Floor Plans All firms must be registered in the Central Contractor Registration database @ www.ccr.gov and shall be considered for award. Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award. Telephone inquires will not be accepted; any direct questions relating to Performance Work Statement will need to be emailed in writing English to yoriko.uechi.ja@usmc.mil. Quotations are due on 7 working days before closing date. Quotations together with the completed representation and certifications must be submitted at ROICC Camp Butler Bldg 331 2nd Floor Camp Foster.
