Description
The Clement J. Zablocki VA Medical Center has a requirement to construct a 4-Unit Community Living Center. VA Project No: 695-314. Abbreviated Scope of Work follows: Provide for and furnish all labor, superintendence, materials, tools, equipment, transportation, licenses, certifications, insurance, temporary protection, and other items required under the provisions of this contract to construct (4) approximately 8,500 sf single story Community Living Center (CLC) Buildings 146, 147, 148 and 149 at the Clement J. Zablocki VA Medical Center, Milwaukee, WI. Work includes utility extension, WE Energies utility systems, landscaping, and road work for the buildings. All construction must meet current industry standards, VA Handbook 7610 patient privacy needs, and all other required standards and specifications. "Each CLC building will be approximately 8,500 sf wood frame construction with sloped shingled roof, slab on grade. "The CLC buildings will have (10) individual bedrooms with private bathrooms, a kitchen, a communal dining room and hearth room, support space, and a 820 sq ft basement mechanical equipment room. The contractor will be working in the vicinity of an occupied and operating hospital. The contractor will be required to keep roads, walks and entrances to grounds, parking, and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. Submittals regarding staging of equipment, crane placement, storage of supplies, etc. are required. Duration of the project is not to exceed 545 days. END OF SCOPE OF WORK (Scope of Work subject to change - solicitation will govern) PROSPECTIVE BIDDER NOTES: In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to Service-Disabled Veteran-Owned Small Businesses (SDVOSB) construction firms. The solicitation is planned to be issued on/about June 01, 2011 with Bids due 30 days after (dates subject to change, to be specified in the solicitation). The bidder is responsible to monitor and download any amendments from Fedbizops (www.fbo.gov) which may be issued to this solicitation. There will be one pre-construction site visit held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation package. No additional pre-bid meeting or site visits will be held. The project magnitude range is between $5,000,000 and $10,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220; size standard $33.5 million applies. All interested parties must be registered in the Central Contractor Registration (CCR) Database and VetBiz Vendor Information Pages at www.vip.vetbiz.gov as a Service Disabled Veteran Owned Small Business (SDVOSB) firm, and must have current record in the Online Representations and Certifications Application (ORCA) prior to bid opening. If you are not registered with CCR, you may request an application via phone at 1-888-227-2423 or register online at http://www.ccr.gov. To complete Representations and Certifications with ORCA, you may go online at https://orca.bpn.gov. Award will be contingent upon funding availability. In accordance with the class deviation to 804.1102 Vendor Information Pages (VIP) Database effective October 1, 2010, all SDVOSB and VOSB firms must be verified by the Office of Small and Disadvantaged Business Utilization Center for Veterans Enterprise (CVE) prior to receiving an award under the program. If the successful bidder is not listed as verified in the VIP, the CO must contact the bidder and advise the bidder that it has 5 days to submit the verification documentation to CVE. CVE will process the documents and make a verification determination within 21 days of receipt of the documentation. SDVOSB or VOSB also must be registered in the Central Contractor Registration (CCR) to be eligible to receive an award under the program.
