Description
The National Park Service, Sleeping Bear Dunes National Lakeshore has a requirement for a sole source procurement for specialized buoys and monitoring equipment. The government intends to award this requirement to the University of Michigan, Division of Research Development and Administration, Marine Hydrodynamics Laboratories (MHL), 3003 South State Street, Ann Arbor, MI 48109-1274. The authority for the sole source award is sited under FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements. The unique highly specialized technology is incorporated in the requirement with years of staff expertise. The following are specific functional charactistics of the buoy and monitoring equipment:1. Hull compatible with the Inertial Wave Sensor (IWS); a directional wave height sensor designed to fulfill the requirements of the Integrated Ocean Observing Systems National Operational Wave Plan.2. Hull compatible for use with a Thermistor string, providing a temperature profile of the water column in one meter increments.3. Meteorological data sensors, including wind, air temperature, relative humidity, solar radiation and barametric pressure.4. Hull compatible with a Nortek Acoustic Doppler Current Profiler, which provides a current profile of the water column in one meter increments.5. Internal data logging, as well as transmittal via cellular modem for near real-time data reporting capability.6. Buoy collected, real-time data management, including data transmittal and integration with the Great Lakes Observation System (GLOS) and the National Data Buoy Center (NDBC).7. Strong, durable construction that can withstand the harsh environmental conditions inherent to northern Lake Michigan, yet as compact, lightweight, for easy deployment and retrieval.8. Design flexibility to support changes to the data sensor configuration to meet future scientific data needs.9. Removable electronics for quick, easy updating, servicing and maintenance.10. Integrated solar power panels, providing a consistent, self-sustaining power source.11. Meet requirements of the U.S. Cost Guard for non-navigational buoys.12. Meet goals set forth by the National Oceanic and Atmospheric Administration's (NOAA) Integrated Oceanic Observing System (IOOS). Sleeping Bear Dunes National Lakeshore aims to obtain these buoys and monitoring equipment needed for long-term water quality and hydrodynamic monitoring. This is one component of the Great Lakes Restoration Initiative EPA Project #91, "Research Lake Michigan sea shore ecosystem changes (botulism E)". This notice is NOT a request for competitive quotations. A determination not to compete this action is solely within the discretion of the Government. A Justification for Other Than Full and Open Competition has been approved. Any concerns and objections must be directed to Linda J.
