- Please see Word Document for Description of Asphalt Materials that are being Requested. The NAICS code is 324121 and size standard 500 employees. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, effective 1 June 2008 & Class Deviation 2005-00001. Security Requirements: All contract employees shall adhere to all local and Air National Guard security regulations and directives. Invoicing and Payment: This contract will have Three CLINs. An invoice may be submitted upon completion of physicals. All invoices will have to be submitted via https://wawf.eb.mil no paper invoices will be accepted. Instructions to Offerors Offerors shall provide a firm, fixed price for Asphalt Materials CLIN Description Unit 0001 Asphalt Base Course Materials Qty of 280 Tons 0002 Asphalt ID2 Wearing Course Materials Qty of 140 Tons 0003 2A Modified Stone Qty of 500 Tons 52.212-2, Evaluation-- Commercial Items (January 1999). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. The following factors shall be used to evaluate offers: price, past performance, and the following technical factors in descending order of importance: 1) The contractors ability to meet the requirements in the above Performance Work Statement; and 2) Contractors experience with and knowledge of Army National Guard behavior health operations and regulations. The technical evaluation factors listed above, and past performance, when combined are approximately equal in value to Price. Offerors shall ensure that the above technical factors are addressed in their proposals.
