Description
AMENDED 4/19/2011 - Please note the solicitation is being changed to a FULL AND OPEN Requirement with cascading language. Size standard was inadvertently listed as 35 million. Size standard is 33.5 million. The CONTRACTOR shall supply all supervision, labor, equipment, tools, and incidentals required to complete the work outlined in the statement of work section unless specified otherwise. The work under this project includes the demolition of Bldgs 7 & 8 and building a new 12 bed mental health residential center at the Batavia VA Medical Center, 222 Richmond Avenue, Batavia, NY 14020. Project Description The Women's Mental Health Center project shall include, but not be limited to; the demolition of two existing duplex buildings (#7 & #8), site preparation for the construction of a new state-of-the-art Women's Mental Health Center (approx. 10,000 s.f.), and landscaping upon the completion of construction. The new building shall include, but not be limited to, the following components: twelve (12) private resident rooms, staff and administrative support spaces, offices, lobby, kitchen, dining, group bath/shower rooms, group session rooms, exam room, nurse's stations, conference room, lounge/living rooms, recreation room and building service spaces. Building shall include new services and utilities, and equipment including, but limited to, heating, ventilating, and air conditioning equipment, ductwork, devices, and controls, plumbing supply, waste, vent piping, and fixtures and trim; fire protection system, normal and emergency power, lighting, telecommunications, voice/data, and signal systems. THIS IS A CASCADEING FULL AND OPEN COMPETITIVE SOLICITATION TO ALLOW MAXIMUM OPPORTUNITY. The solicitation will be issued in accordance with FAR 19.10 as a Small Business Competitiveness Demonstration Program Requirement - Full & Open Competition, but cascaded to give preference to small business programs in the following descending order: Service-Disabled Veteran-Owned Small Business. Veteran-Owned Small Business, HUBZone Small Business, SBA Certified Small Disadvantaged Business, Full and Open Competition. Award will be made on a competitive basis to the responsible offeror responding to this solicitation that provides the best value in accordance with the solicitation requirements. All timely offers received in response to this solicitation will be opened and undergo an initial review. This review will include all prices offered which will be used in conjunction with the Government Estimate and funds available for award to determine a fair and reasonable price for any such award under this solicitation. Please pay particular attention to the evaluation section of this solicitation. Solicitation packages will be available via FedBizOpps.gov on or about April 25, 2011. Award will be made on a competitive basis under Federal Acquisition Regulations (FAR) 15 to a responsible Contractor responding to this solicitation. The Contractor is required to perform a minimum of 15% of the construction work on the project. This does not include paperwork, submittals, etc. The Contractor must be under relevant NAICS code and must be registered and verified in the following websites: www.vip.vetbiz.gov; www.ccr.gov; https://orca.bpn.gov and https://vets100.vets.dol.gov/ to be eligible for award. Offers must ensure their registrations are updated, correct, and have not expired. All questions concerning this project MUST be in writing and NO phone calls will be accepted. Size standard is $33.5 million. Project Cost Range is $2,000,000 - $5,000,000. Bidders are encouraged to attend the Pre-Bid Meeting and walk through on Thursday April 28, 2011 at 10am at the Batavia VA Medical Center, Bldg 1, Lobby Area. NO OTHER WALK THROUGH WILL BE SCHEDULED. Please email Sabrina Brinkman at Sabrina.Brinkman@va.gov to confirm date and time of the scheduled walk through. Bidders should re-visit the website located at www.fedbizopps.gov periodically to look for updates. All requests for information are required to be submitted in writing to the Contracting Officer and shall be received prior to the bid opening by the date specified in the solicitation. NO hardcopies, NO telephone inquiries or questions, ONLY in writing, will be accepted no later than fourteen (14 days) prior to bid opening (5/11/2011). Award is subject to availability of funds. This project requires bonding and all bid submissions shall be made in triplicate hardcopies. Faxed or emailed bids will NOT be accepted.
