Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), Hub-Zone and other Small Businesses interested and capable of performing the work described below. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business HUB-Zone business and (i) must provide a capability statement that addresses the organization's qualifications and ability, including licenses and certifications required by the state of Massachusetts, to perform as a contractor for the work described below. A statement of past performance that demonstrates the organization's ability to perform this type of work is strongly desired. Please supply the contact information for the primary point of contact. Description: The General Services Administration (GSA), New England Region is seeking qualified small business contractors with demonstrated prior experience to provide single stream recycling and trash hauling services for five large office buildings located in and around downtown Boston, Massachusetts. None of these buildings are adjacent to each other. T he buildings consist of multiple floors containing office spaces currently occupied by a variety of federal tenant agencies including courtrooms and offices of the federal Judiciary. The GSA has been mandated by presidential Executive Order 13514 to achieve an overall waste diversion rate of at least 50% in all Federal Buildings by 2015. The GSA requires that all buildings throughout the region recycle all building generated wastes to the highest degree achievable using current technology and disposal methods. In addition, GSA will compost, to the greatest extent possible, yard waste and organic waste generated by the building operations. The intent of this Contract is to solicit single-stream, off-site composting and waste hauling services as well as supporting tenant education and promotional services to aid GSA in meeting its' goals for waste diversion. The contract will require the contractor to conduct a solid waste audit of all buildings, dispose of non-recyclable waste within 50-60 miles of the City of Boston, recycle all recyclable materials collected and utilize any proceeds from the sales of such materials to reduce the actual service costs for trash hauling to each of the federal buildings. In addition, it is the intent of GSA to strive to meet zero environmental footprint (ZEF) by 2030 and this contract will be a step towards meeting that goal. The selected contractor must demonstrate previous experience, applicable licenses within the State of Massachusetts and qualifications to perform full services. The selected contractor must demonstrate knowledge of the "single stream" recycling industry and the capability to both manage and perform the recycling and trash hauling services required This contract will be a new acquisition of performance-based services for a 5 year period of performance: a base 12 months period with four one-year (1) options. This contract is to be awarded as a firm fixed price contract. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Classification System (NAICS) code for this acquisition will be either 562920 or 562111 (size standard to be considered small business is $12.5 million). Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (CCR located on the web at www.ccr.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA).
