- Paragraph 3- The RFP's anticipated release date is changed from 29 May 2010 to 29 May 2011 The RFP is anticipated to be issued no earlier than 29 May 2011, and offers will be due thirty-days after the RFP is issued. No public bid opening procedures are applicable to this solicitation. This Bid is restricted to competitive Small Businesses. A firm fixed price "Small Business" contract is anticipated to be awarded using "Best Value" evaluation criteria. Project period of performance is not anticipated to exceed 540 calendar days after notice to proceed. The successful offeror is required to perform at least 15 percent of the final cost of the contract, not including the cost of materials, with its own employees.
