- The U.S. Army Contracting Command - Aberdeen Proving Ground, Edgewood Contracting Division, on behalf of the Joint Project Manager for Nuclear Biological and Chemical Contamination Avoidance (JPM NBC CA), intends to issue a Request for Proposal (RFP) on the basis of full and open competition no later than 27 May 2011 for the Multi-Mission Multi-Threat Detection (M3TD) effort. This effort includes data collection of contact and non-contact sensors to evaluate the state of technology for detection of a variety of Chemicals of Interest (COI), which potentially will lead to refinement of current technology to meet future capability requirements in support of Chemical Biological Radiological Nuclear (CBRN) defense programs. The M3TD hardware will be challenged against vapor, solid and liquid chemical compounds in accordance with the system's capabilities. The government may issue multiple awards. The total period of performance will be six (6) months after date of contract award. Proposals will be evaluated in accordance with FAR 15 Contracting by Negotiation and FAR 16.3 Cost Reimbursement Contracts. The NAICS code assigned to this acquisition is 334519. The RFP will be available on the Federal Business Opportunities (FedBizOpps) website no later than 27 May 2011. All interested parties may access the website at https://www.fbo.gov. The announcement number W911SR-11-R-0020 will be the controlling document for preparation and submission of proposals. All responsible sources may submit a proposal to be considered by the agency. The Government is in no way liable to pay for or reimburse companies or entities that respond to this RFP. No hard copy of this solicitation will be issued. Amendments, if any will be posted at the same location as the RFP. It is the responsibility of those respondents to obtain all amendments and applicable documents. The response date published with this synopsis is the estimated closing date. The actual closing date for submission of proposals will be stated in the solicitation when issued.
