- P11PS00614. This solicitation as well as any issued amendments will be available at http://ideasec.nbc.gov website on or about 5/4/2011. A PAPER SOLICITATION PACKAGE WILL NOT BE ISSUED. Telephone, fax, or email requests for this solicitation will not be accepted. The scope of this contract is to provide and install aggregate surface course materials on Acadia National Park's broken stone carriage road system. For proposal purposes, the base item quantity will be 3,500 tons with work to be performed between July 5, 2011 and October 28, 2011. Option year one quantity for proposal purposes is 4,500 tons with work to be performed between July 9, 2012 and October 31, 2012 and option year two quantity for proposal purposes is 5,000 tons with work to be performed between July 8, 2013 and October 31, 2013. A single firm-fixed price contract will be awarded to the offeror who represents the best value to the government based on technical evaluation factors including past performance, capacity of proposer, quality control, and traffic control and sequencing of work. Technical factors, when combined, are approximately equal in importance to the price of base item only. Options may be exercised any time prior to completion of the contract. The Contractor shall spread and compact surface course material in such a manner that the combination of existing surface course and emplaced surface course shall be a uniform 2 inch compacted thickness, while maintaining the existing road geometry. Location of work is in the towns of Bar Harbor and Mount Desert on Mount Desert Island, in Acadia National Park, Maine. NAICS code is 237310, Highway, Street, and Bridge Construction with size standard of $33.5 million. This solicitation is set aside for small businesses. Estimated price for base award is between $100,000 and $250,000. A site visit is scheduled for Wednesday, May 18, 2011 at 1:30 pm. Meet at Brown Mountain Gatehouse parking lot on Route 98 in Mount Desert, Maine. All offerors are encouraged to attend and should bring a copy of the solicitation package with them. Hard copy proposal documents only shall be accepted for this solicitation (no faxed or electronic proposal documents will be accepted). Proposals must be received at Acadia National Park by close of business on June 7, 2011 in accordance with Section L of this solicitation.
