- SOURCES SOUGHT ONLY: This is a Sources Sought request for information to be used for market research purposes only. The government is interested in all small businesses, 8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned or Woman Owned Small Businesses that are interested in performing this requirement. THIS IS NOT A REQUEST FOR PROPOSAL: Responses to this announcement are not considered offers and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The Government shall not be held responsible for any costs incurred in response to this sources sought announcement. Participation is strictly voluntary. Respondents should also note that the Government will not return any information submitted in response to this RFI. Respondents should not submit any proprietary information when responding to this RFI. The Black Hills National Forest requirement is to obtain services for timber stand improvement, fuel reduction related work to include POL and pre-commercial thinning. Work will be conducted on the Hell Canyon, and Pine Ridge Ranger Districts, Black Hills and Nebraska National Forests, Custer and Pennington Counties, South Dakota, and Dawes County, Nebraska. All operations on the Pine Ridge units are limited from July 18, 2011 through November 23, 2011. Operational restrictions for all Nottingham and Coulsen units are limited from May 1 through December 15 of each year. There are no operational restrictions for the remainder of units included under his contract. All work under this contract shall be completed no later than August 31, 2014. Option Item units will be added as additional funding is secured. The completion date of this contract will not be adjusted or lengthened for added Option Item units. Base Item: Pine Ridge POL Thinning - 196 acres Hell Canyon POL Thinning - 1,907 acres Pre-commercial Thinning - 294 acres Option Item 1 - Hell Canyon POL Thinning - 590 acres SOURCE REQUEST INFORMATION: In order to determine the extent of industry interest and experience in this requirement, contractors shall submit a written response to: (USDA Forest Service-Black Hills National Forest, Attention: William Highland, 1019 N 1st St. Custer, SD 57730, email whighland@fs.fed.us, or FAX (605) 673-9286 no later than by 28 April 2011, 4:00 pm, MT. Responses shall include: 1) Name of firm, point of contact, mailing address, and phone, Tax ID, and DUNS Number. 2) Identification of the appropriate business classification (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned, Woman Owned Small Businesses, or Small Business as indicated at www.ccr.gov (Anticipated solicitation NAICS code is 113310 with a size standard of (500 employees or less). Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. 3) List prior/current corporate experience (private and/or government) performing efforts of similar size and scope within the last three years. Statements should include: A. Brief description of previous services provided, to include dollar value. B. Customer/purchaser. Point of Contact with phone number, and a description of the experience and how the referenced experience is relevant to the services described herein.
