Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Control Service Company for heating ventilation and air conditioning software system technical support for the HVAC Automatic Logic Controls at 16 locations throughout the National Weather Service Central Region. This service is for a base year and four option years. The NAICS code for this action is 541512. A dedicated server is installed in the National Weather Service Central Region Headquarters web farm containing Automatic Logic Corporation software. Automated Logic Corporation requires the certified group of field offices provide factory authorized support for their products. Having any work performed by other than the certified vendor would violate all factory warranties for all systems and devices. The authorized Automatic Logic Field Office in the greater Kansas City area is Control Service Company. It is cost prohibitive to procure a new server and new software installed at the National Weather Service as well as new equipment and software at the 16 locations throughout the National Weather Service Central Region. If this functionality were to be re-established through another vendor, the server current server would no longer be maintainable and a new server and software interface would need to be established. Based on the complicated control functionality of the individual office control systems and the number of monitoring points, this would predicate a significant expense to the Government. The additional cost required would be cost prohibitive and the action would interrupt the function of the mission critical HVAC systems until the new service could be established. Services required: • Contractor shall provide unlimited Automated Logic Controls telephone support with internet connection to sites for Monday through Friday from 8:00 AM to 5:00 PM at no additional cost. After hour and weekend support shall be provided on an as needed basis with additional preferred pricing. • The contractor shall provide major software version upgrades, service packs, patches, hardware drivers and any other updates required to keep the Automated Logic System Software and Hardware up to date and current for the applicable Weather Forecast Offices. This shall include the cost of the software and provide for the personnel to update the system as required. Upgrades shall be accomplished at least once every other year. • The contractor shall backup the Automated Logic System files and databases to a local web server as well as transfer a copy off site for storage at their facility. Additionally, the contractor shall provide a removable media device attached to the local web server that the backups will be stored on for recovery purposes. • The contractor shall review alarm and system logs and provide a report on anything which is found to be abnormal or needing attention as well as a list of all updates and backups that were performed. • The contractor shall provide continual training for National Weather Service employees for working on Automated Logic controls. The training can be held in conjunction with people outside the National Weather Service and the training shall be offered at various times throughout the year. The location for this training shall be at the contractor's discretion, but it must be within the Kansas City metropolitan area and this training shall be at no additional cost. Training may also be at a location of the National Weather Service's choosing for an additional fee. This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the service submit substantiating documentation in writing within ten days of this notice. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisitions Division-Kansas City requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
