SYNOPSIS / Pre-Solicitation Notice ONLY General Information Document Type: Synopsis / Pre-solicitation Notice Solicitation Number: W9126G-11-R-0101 Posted Date: February 18, 2011 Synopsis posted for: 15 days Current Response date: CHANGED to on or about June 3, 2011. Classification Code: Y - Construction of Structures and Facilities Set Aside: Full and Open Unrestricted Solicitation NAICS Code: 236220 - Commercial and Institutional Building Construction The construction contract will be procured through a design/bid/build (D-B-B) one step request for proposal (RFP) process with full and open competition using FAR Part 15. General Description of Work: The scope of the project requires the construction of an approximately 298,747 square foot replacement hospital Ambulatory Care Center Phase 2 at Lackland Air Force Base in San Antonio, TX. The project requires the construction of a state-of-the art full service medical treatment facility, and associated site work and utilities infrastructure. The contract will be Firm-Fixed Price (FFP). This contract will be awarded competitively though an unrestricted solicitation process. This D-B-B contract is the second (2 nd ) phase of a multi phased Ambulatory Care Center (ACC) project that will ultimately replace Wilford Hall Medical Center Hospital currently located at Lackland Air Force Base. The magnitude of this construction project (per Defense Federal Acquisition Regulation Supplement, 236.204(iii) Disclosure of the magnitude of construction projects) is estimated between $100 and $250 Million. The RFP solicitation is anticipated to be issued on or about April 15, 2011. Offers will be due on or about May 16, 2011. No public bid opening procedures are applicable for this solicitation. The Government will not pay for proposal preparation costs. A FFP construction contract is anticipated to be awarded using Best Value Trade-Off Evaluation Criteria. Anticipated project completion date is August 2013. The successful offeror is required to perform at least 15 percent of the final cost of the contract, not including the cost of materials, with its own employees. The 2007 North American Industrial Classification system (NAICS) code applicable to this project is 236220. SIC is 1611. Large businesses proposing under this unrestricted procurement will submit a subcontracting plan. This solicitation will be issued via Internet only on the FedBizOpps Website at www.fbo.gov. Notification of amendments shall be made via FedBizOpps only. It is the contractor's responsibility to check the below-listed Internet address daily for any posted changes to this solicitation. No corrections and/or changes to proposals will be allowed after the proposal submittal due time and date. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the following internet address: www.fbo.gov. The use of the website requires prior registration at www.fbo.gov. The plans and specifications will be provided through the federal business opportunity website. The plans and specifications will not be made available in paper format or on compact disc. It is the Offeror's responsibility to monitor the FedBizOpps web site for amendments to the solicitation.
