- The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for the procurement of services to include labor and materials in support of the Navy's cavitation erosion studies. The NAICS Code is 541330. The proposed purchase order is being solicited on a sole-source basis to Dynaflow, Inc of Jessup, MD. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Dynaflow, Inc has the technical capability and past experience in the NSWCCD's cavitation measurement studies to include past work on the NSWCCD's "model-scale rudder" in the Water Tunnel Facility. Award to any other source would not be advantageous to the Government. Interested parties may identify their interest to respond to the requirement by submitting a capabilities statement. This notice of intent is NOT a request for competitive proposals. However, all responses received by 04 May 2011 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement.
