Description
NAVFAC Atlantic intends to award a sole source contract capacity increase to Tetra Tech NUS, Inc. pursuant to 10 U.S.C. 2304(c)(1); only one responsible source, under Contract N62470-08-D-1001. NAVFAC Atlantic intends to increase the contract capacity from $125,000,000 to $137,000,000 in order to allow sufficient time to award the follow-on procurement. The work performed under this contract involves services in support of the Defense Department ™s Environmental Restoration Program (ERP) in compliance with the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) of 1980, as amended by the Superfund Amendments and Reauthorization Act (SARA) of 1986 and the Resource Conservation and Recovery Act (RCRA) of 1976. Other services include Munitions Response Program (MRP) support, support of Navy and Marine Corps Base Realignment and Closure (BRAC) efforts, and R.S.E.P.A. (Range Sustainability Environmental Program Assessment) program support. The contract capacity increase is necessary to continue the vital work being performed under the CLEAN program and avoid costly delays that would occur should this work be halted. While many of the contract actions that will be issued using this capacity increase will be modifications to current CTOs, it will be necessary to issue some new CTOs in order to continue work in accordance with regulatory schedules and perform essential projects in support of the CLEAN program. Tetra Tech NUS, Inc. has the resources in place to continue to provide these services without any interruption during this interim period. Given the short time frame of the interim period, coupled with the time it would take to procure and phase in services from another contractor, Tetra Tech NUS, Inc. is considered to be the only source capable of meeting NAVFAC Atlantic ™s needs without a disruption of services. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms may identify and transmit their interest and capability to respond to the requirement to jen.mcdonald@navy.mil no later than 4:00 P.M. Eastern Daylight Time (EDT) on 03 May 2011. A determination by the Government not to compete this proposed effort on a full and open competitive basis based upon responses to this notice is solely within the discretion of the Government.
