Description
This is a SOURCES SOUGHT notice. Please note that this is not a request for proposal (RFP) or bids and the government is seeking information for market research purposes only. No solicitation document is available and no other information pertaining to project scope, timeline, etc. is available at this time. Any request for assistance with submission or other procedural matters shall be submitted via email only. The Department of Veterans Affairs, VA Ann Arbor Healthcare System, Ann Arbor, MI is issuing this Sources Sought to identify potential small, bondable, and experienced businesses such as: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB): (2) Veteran Owned Small Businesses (VOSB); (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Women Owned Small Businesses (WOSB), that are capable of meeting this construction requirement with the required bonding capability. This project includes the renovation of approximately 22,400 sq. ft. of the 6th floor of the 1W Building at the Ann Arbor VA Medical Center at 2215 Fuller Rd., Ann Arbor, Michigan. Project includes the construction of 28 medical surgical single-occupancy patient rooms and related support areas. The construction of this project takes place in an occupied building, although the area of construction is currently unoccupied. Contractors will make all efforts to minimize disruption of the facility, staff and patients. The area immediately to the east and north of the elevators is currently occupied by a storage unit housing the VA's Pharmacy Cache. This area may not be turned over to the contactor until six months after Notice to Proceed. The contractor will complete all other work, leaving this area in abeyance until such time as it is turned over for construction. All workers on-site must be OSHA certified (one competent person must have 30 hour certificate and all other workers, prime and subcontractors, must have 10 hour certificate). Construction time allotted for all work will be 365 calendar days from the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of this construction project is between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) code is 236220, small business size standard of $33.5M in average annual receipts for the preceding three years. Interested firms must be registered and qualified as a small business under this NAICS code. Qualified small business firms (service disabled veteran owned businesses, veteran owned businesses, HubZone firms, Woman Owned, and 8a firms) are encouraged to respond. The response to this notice shall be in summary format and shall not exceed two (2) pages. Include the following: 1. Company name, DUNS number, social economic category (small business, SDVOSB, etc), address, point of contact, telephone number and email address. 2. Bonding capacity (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 3. List the last three Construction projects completed in the last 5 years of similar size and scope to include contract number, award date, dollar value of contract, project location, and point of contact. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. There is no guarantee, expressed or implicit, that market research for this acquisition will result in a particular set-aside or sole source award, or any other guarantee of award or acquisition strategy. Responses must be received by 5:00 PM EST on April 28, 2011 via email or fax to the Contracting Officer at Aaron.Lacy@va.gov, FAX (317)988-1809. Respondents will not be contacted regarding their submission or information gathered as a result of this Sources Sought notice. Interested firms shall be required to respond to additional announcements separately from this announcement without further notice from the Government when posted to http://www.fbo.gov. The formal solicitation will be issued at a later date by a separate announcement and separate solicitation number on the Federal Business Opportunities (FBO) website. The FBO website is the only official site to obtain these documents.
